Default Library in Islamabad
The best public library in Islamabad is "National Library of Pakistan" situated at the backside of Prime Minister Secretariat Islamabad. In addition to this, it will be good if you can have access to the library of Islamic International University or National Defence University Pakistan, this depends on the administration of universities to allow you or not.

Mohib bhai has given a very good response to you.
moreover, it also depends upon u whether u need a study-friendly environment in library or u want to do some research or find material? for former reason, u may visit these libraries as mentioned by Mohib bhai in addition to the DRSM Library of Quaid-i-Azam university.for later reason u may visit various departments and departmental libraries of some universities like QAU, NUML, NDU etc.
