I am appearing in CSS exam for the first time. Please guide me about writing pattern whille answering any question. Do we need to make outline prior to the answering the questions in every paper as we make outkines in essay paper.

You should consult with respective threads which will definitely guide you in right way. As far outline-making is concerned, in exam it is not mandatory in any paper other than that of Essay but if you are making your notes then it would be a favorable way to prepare the respective subject.
