Michael Swan's book only teaches the usage of grammar. For example, it will tell you about different usages of noun and its types, but will not tell you meanings of noun and its types. If you are at the initial stage, then study Wren & Martin. A Practical English grammar by Thomson & Martinet is another good book. Join a good English teacher.
According to Sir Muzaffar Bukhari, CSS aspirants ought to master following things:
1. Parts of speech,
2. Active voice and passive voice,
3. Narration.
Install Grammarly extension in your web browser, because it will help you in checking your writings online.
Read, read and read.
Write, write and write.
