Default Exemption of common training
For instance i have been allocated to Postal Group in CE-2009 and starts my Common Training in 20011 and I reappear in CE-2011 and improves say to DMG. Now my Common Training will be exempted as it is Common For all the Groups.
My question is that When will my STP start for DMG. How much time of mine will be wasted ?
I have also heard that my Seniority Level will remain the same as that of CE-2009 qualifiers. What does it mean ? is it mean that i will be promoted at the same time when CE-2009 Qualifiers will ? or something else.
Can any body Explain it.

A CSS Officer can only undergo CTP once in career. For example a Postal Group Officer from 38th (2009) Common completes CTP at Civil Services Academy (CSA) and meanwhile improves group from Postal Group to District Management Group (DMG) then he/she will only attend STP of DMG with 39th Common (2010) . He will always be labeled as 38th Commoner.

Similarly, seniority will be lost in promotion when someone improves groups. For example if a person joins Postal Group in 38th Common and then improves group, allocated in DMG, then he or she would be considered for promotion from the date of joining of DMG not Postal Group.

P.S: I read about this issue once on this forum someone can confirm this.

crown prince is slightly mistaken about ctp/stp.

if POST-G 38th CTP (CSS 2009) qualifies CSS 2010 as well and is placed in DMG, he will do his STP with DMG 38th CTP, not 39th CTP.

crown prince is right about seniority.

Default I think Crown prince is also right
I think crown prince is also right as he is talking about the improvement in CE-2011.If someone improves to DMG in CE-2011 then he will join stp with 39th commoners.

depends on the annocement of the result.if he gives attempt in 2011 he would definately do his training wid stp of 2010 n if he has given exam in 2010 he wud do stp wid his own batch as dere is a gap of more den 6 month or more + ctp is for around 9 months till dat he wud get allocation of 2010 n cud do stp wid his own batch.where as he wud get promotions along wid the improved groups batch

According to the Establishment Division policy, The STP can only be done with the Commons one joins later.Although Prime Minister can grant special approval but this time,the final decision to allow the 37th Commoners who improved in 38th is still pending and they have not joined STP of improved group.
