According to best of my knowledge 38th commoners were not allowed to attempt the 2011 exam because the dates coincided with the training.

No they are not allowed. Because the 38th commoners were not allowed to attempt the 2011 exams.
As per my knowledge 39th commoners can appear in 2013 exams.

now that we ve received our departmental offer letters..and sent in our acceptances..any idea when the ctp would start? should be any time soon..nain?

The CTP starts on 14 November (Inshallah), as per Deputy Director (Coord) of Civil Services Academy. The Call Letters from CSA shall be issued shortly.
