Default Impact on seniority of reappearing in CSS

Does reappearing in CSS impact the seniority of the CSP? For example, if a person of any occupational group is from 40th common (CE 2011), he reappears in 2015 (for 44th CTP) and gets selected in for example IRS, DMG or PSP. What impact would be on his seniority after joining the new group/service? Would he be considered junior to the new groups officers of 41, 42 and 43 CTPs or would be considered as a senior to them?

if in 2015 his group is improved , then his service will be counted only for pay and gratuity purpose but his seniority in new group will start with common

Do you mean "............his seniority will start with common" 44th, as per my example above?

And in this case he would be junior than the new group's commoners of 41, 42 and 43, in terms of promotions. Is it so?

Would he get grade 18 in his new group after 5 years of total service, starting from 40th common or five years from STP of new group?
