Question Autonomy & Authority of officers
Aoa,

I wanted to ask if an officer is adamant and process things smartly can he really bring the change?

can he bring the change coordinating with his fellows in other cadres?

To what extent the autonomy lies? to what level they contribute in policy making? what is their influence from very basic grades?
