STP of Commerce & Trade Group
 
@ Sir A.J. & CSPs

In what capacity a fresh C&T officer is posted. And I saw a post on csspk.com that most of the C&T officers are posted in Pakistani Missions/Consulates abroad.

The following paragraph I found:-

Consequent upon the introduction of Administrative Reforms of 1973 aiming to create Civil Services of specialized nature and responsibility, the Trade Service of Pakistan (TSP) was changed into Commerce & Trade Group to administer Export Promotion Bureau, Office of the Chief Controller of Imports & Exports, National Tariff Commission, Trade Marks Registry and Department of Insurance. The posts of Commercial Secretary/Counsellor in Pakistani missions abroad have been kept open to all services, due to the fact that the Office Memorandum under which the Commerce & Trade Group was created did not mention these posts.

Presently 50% posts in foreign missions are encadered in Commerce & Trade Group Departments like Tariff Commission, Office of the Chief Controller of Imports & Exports, Department of Insurance etc. are either working as autonomous bodies or declared as defunct organizations. Export Promotion Bureau has also been decided to be dismembered with the creation of autonomous body dealing with the marketing side. All this has squeezed the group into a smaller entity. [B][I]As a result, there is no prospect for career planning for the young officers. The people at the helm of affairs may have to find new avenues for providing better career management through encaderment of 100% posts of Commercial Secretary/Counsellor in the foreign missions[/I][/B], encaderment of posts in different departments of the Ministries like Industries and Finance and in Provincial departments dealing with trade and commerce, and through promotional quota in Secretariat Group.

How much is it valid today? Is that really no prospect for career as CSP in this cadre as mentioned above?

Yes Officers of C& TG are appointed abroad for promotion of commerece and Trade and also to promote Foreign investment. But According the Reoprt of National Commission on Government Reforms(NCGR) headed by Dr Ishrat Hussain(former chairman State Bank of Pakistan) has porposed that in next few years The Four groups C&TG, Postal, Railways and Information should be axed. C&TG, Postal and Railways should be made autonomous whereas Information should be suspended till further order. So these four Groups are under the cloud Dear!.

Yeahps, I've read that press release by NCGR. And thoroughly read all articles, presentations, missions and aims of NCGR & Ishrat Hussain.

By going all through this, it seems as if after abolishment of these 4 service cadres from the charts of induction via CSS. The CBR, FBR may be made as autonomous body as was the case with Export Promotion Bureue in the past....!!! So, ITG and C&E may also vanish from the cadres inducted via CSS.

So the only left will be the PSP, DMG, FSP and Audit & A/c in around a decade if this trend of reforms continued. And it'll be of no surprise that after that only the top 3 will remain via CSS but there will be specialized papers for each of the group after passing the compulsory.

As you may clearly see on the NCGR website that one of its main goal is to:-

Hence in other words the halt to CSP's n Civil Service as a strong institution.......... And a couple of weeks back I saw an article by a retired CSP that these reforms in the long run will pave the way of induction in civil service of the political favourites rather than the gems and great minds coming via CSS !


However, I believe all this is not going to take effect in the coming two years or at least for 37th Commoner program !

It is said that the senior bureaucracy personel are the one's who make the decision & policy making but the current trend since 1999 shows that as if It seems that the senior CSPs are either not interested in the wellfare of the new aspirants coming into this institution or they are powerless and can do nothing but just are mere spectators of all that is going to happen and that what is happening with Civil Service as an Institution and its future.

It's not about senior CSP's and their interest. It's all about military buraucracy Who in the history of Pakistan have introduced enormous reforms in Civil Service and have made a great effort to cap it. If they had introduced such reforms in Military acadamy there could have been democracy in Pakistan but any ways as for as CBR is concernced It can never be autonomous. Becuz it do'snt happen in contemporaray word in US, Europe, and even in India. Federal Government can never give up it's control of over revenue becuz without it Federation would be in jeapordy. as for as Customs and Excise is concerned it is a dying tax after introduction of Free Trade and WTO Customs group would be merged in Income Tax and a new tax group would be formed. Every Govt always keeps the right to Collect revenue. dispense it and Audit it. It is one of the Primery job of a Govt particularly in a Federation where some federating units are compensated more than their share. There may be a shift of jurisdiction between Federation and Provinces but may only happen in Sales Tax which is a provincial subject in India and other countries.......Regards

Even then it implies that the senior CSPs don't posses the power even to decide the fate of their own institution & are not part of any policy making for the future of civil service; but yes the future of their institution & policy making rests with the NCGR & Ishrat Hussain (Not CSP Civil Service Officer). So, by the present trend of NCGR it seems that the CSPs are only the implementer or customer services officers (except the uniform cadre PSP & the cadre not in Pk i.e. FSP) in the future in times to come -as is given in the goals of NCGR on NCGR website- and not the policy makers. Today most secretaries are CSPs and heavily from DMG group however none of them have the influence on policy making for the future civil service aspirants & hence they are powerless in this regard ! And no one can predict if this trend continues then where will be the css cadre standing after a decade !

However, all these devolution & reforms are about to be done in future and at least for the 37th Common & perhaps upto 38th Common CTP program, it seems that the things will remain same ! And, perhaps, this may be the last batch for Commerce & Trade Group via CSS. Let's wait & see !

And, at present, even after devolution the best service one may dream to come in is definately top cadres of Civil Service via CSS. No doubt about that. And I'm also among one of those aspirants who are willing to be the part of this prestigious institution of central superior services, insha-Allah as 37th Commoner.

And I hope Insha-Allah, that the fresh CSPs joining civil service--- when they will reach at senior positions will try whatever they can to revive the civil service & make it as on of the strong institutions of Pakistan to serve our country even better.

SUPPLEMENTARY TRAINING ACTIVITIES


Tutorials:


In order to prepare the probationers better interact with the speakers and participate in panel discussions with proper preparation, tutorial sessions will precede important Panel Discussions. The topics of Panel discussions would be finalized in consultation with experts and probationers.


Panel Discussions

Eminent scholars and experts on topics of current importance would be invited. This would give an opportunity to the probationers to discuss complex policy issues with different stake holders and resource persons directly

Special lectures

Eminent speakers, specially senior serving or retired government officers and known scholars would be invited to share their experiences and expertise on important aspects of public policies and practices in the field of trade.


Local visits

In order to expand the vision and understanding of the probationers through direct contact, local visits to various institutions / organizations relevant to trade would be organized.


Multi-media Presentations

The probationers would be given ample opportunities to develop and polish their presentation skills through the STP.


IRP ( Individual Research Papers)

Each probationers would be given different Research assignments, resulting in a Paper, Report and/or Presentation to enable the probationers to do and present an independent research.




GRP (GROUP RESEARCH PAPERS )


Topic: “Issues and remedies of Trade-related Knowledge Management in Pakistan”


The Group Research Project would have two parts; the first one would deal with issues and remedies of trade related KM in Pakistan. In the second part, Pakistan’s Trade Report 2008 would be produced to fill the ‘knowledge/information deficit’ in terms of Pakistan’s foreign trade. GRP, in its first part would have eight parts, allocated to each Probationer:

Status of Competitiveness related statistics in Pakistan
Employment of modern tools/methodologies of KM
KM systems in private sector Organizations

Best practices in Km in a local firm

FIELD VISITS


The probationers would undertake extensive field studies, to interact with the industry, various relevant departments in other cities and study the concepts and practices of export promotion through clusters.

They are given apartment near F-10 markaz Islamabad. (either Al-Mustafa Towers or Pak Towers); which are right in the neighborhood of Margalla Tower that collapsed in the 2005 earthquake disaster.

The 36th Common C & T officers wud visit Australia for foreign study tour, instead of Malaysia, for 3 weeks in the first week of Decemeber 09.

The Commerce and Trade Officers wud be awarded MBA degree by NSPP approved by HEC, on successful completion of STP culminated in FPOE from this year.

First of all congratulations to all fellow csp of 08!And secondly,Thank you all for the valuable information conveyed through the forum. i too have been alloctaed c&t group and am interested in knowing about the functioning benifits, and problems if any attached to the group. pleases kindly convey any information regarding married women and c&t, as it seems evident tht a lot traveling will be involved so does the govt. provided any support for husbands (who are already employed and settled in their profession)

Initial appointment of CTG officers
 
@ Deputy Commissioner

CTG officers are appointed in various capacities in varios departments. if posted in M/o Commerce they are designated as Section Officers, when posted in Trade Development Authority or National Trarrif Commission or FTIP they are posted as Assistant Director. They are also posted as Commercial Councilors in Pakistan Missions Abroad.

@ Mercury

CTG is a comparatively peaceful group and the nature of duties are more of scholistic nature as compared to other groups. My view point (U may disagree) is that it is far better for ladies and specially the married ones than PAAS, IG and OMG. You can remain posted in Islamabad for whole of your career if U desire (in M/o Commerce/NTC). As regards spouses they are usually not allowed on foreign tours, as regards foreing posting I am not sure abt that. Some seniors may advice

Commerce and trade officers in BPS17 have been getting postings of their choice being the numbers of officers allocated very short. They can join pakistan Trade and development institution in research faculty, This way they get special resarch allowance.

The larger part of officers join TDAP, though most of them take deputation to other offices yet once they has to land into TDAP or any other deptt. of Ministry of Commerce.

as for perks n privileges, it is relevant to the station of posting. BPS 17 Postings in capital cities , i.e. , Islamabad, Lahore, Quetta, Peshawer and karachi do not translate the excited dreams of the young officers in terms of residence n vehicle,though they can requisit a house n enjoy transport allowance and it is pertinent to almost every deptt. The bigger the station is, the lesser facilities from govt. side because of the big guns' presence at the same stations.

Yet stations like Faisalabad, kohat r the stations where u may be better facilitated.

Now specific to Mercury's queries:

The spouse can be taken along on foreign postings as well as sponsored foreign studies.

In case, the spouse is in private job or a non-civil servant, no relaxations or accommodations r guaranteed, rest is upto the individual how good he/she is in making a way through bureaucratic hurdles.
Lastly as mentioned by Kami khan above, one can keep posted at the same station for the maximam period of service if he/she desires so.

after the revival of OMG...now i dont think tht CTG officers would be posted as section officers in ministries... as OMGians are specialist for the post of section officers...so i think tht this time section officers in all ministries will be from OMG...or from the those recently promoted to BS 17 ( junior staff ) of secretariat...

36th Commoners from Commerce and Trade group would join STP at PITAD Islamabad on 3rd November, 09. The probationers have been directed by the ministry of commerce to get their passports in first leisure as They are being sent to WTO headquarters for 3 weeks attachment almost one month after the joining.

Well there are certain things to take under consideration. First, we all know C&T is yet an infant group and it is just takin its fist flights. Credit goes to the present DG PITAD, Dr.Safder Sohail who is working dexterously for the better grooming of the Commerce and Trade officers. It is his initiative that the 35th commeners were sent for foreign training for the first time during STP.

The 35th commoners, as we know, were sent to Malaysia as it is considered the hub of great Asian institutes and is taken as rapidly progressing Asian country in economic sphere; and is presented as model for developing economies.

This year, it is in the air that C&T officers MIGHT visit three countries during STP. the others 2 being Australia and Malaysia. yet It is not evident; we wd be better informed on this after joining PITAD.

As for sending the officers to Geneva, WTO headquarteres, this time, the reasons are quite evident as we are to deal with international trade in the presence of WTO regime;I believe, it's a very good opportunity for the officers to understand their work.

When an institution is growing dynamically, we always find a development in its policies and strategies and I think Commerce and Trade group is treading the path at a good pace.

someone told me tht there was news in the paper tht ppl from the DMG group were being posted overseas in seats reserved for C&T candidates..how is tht posb.? a month or so back whn ths happened with the foregin service group the all rose up against the horondous act and got it reverted, and yet there is no news from our side...

can seniors plz shed some light on the process where original group members are denied seats in their own group and prefrence is given to other group members.

Four trade officers abroad: Prime Minister formally approves appointment
MUSHTAQ GHUMMAN
ISLAMABAD (September 14 2009): Prime Minister Yousaf Raza Gilani has formally approved the appointment of four trade officers abroad whom he had reportedly recommended in defiance of his own rhetorical exhortation to ministries and departments to make appointments on merit, sources told Business Recorder here on Sunday.

The lucky candidates are: Ayesha Saeed, Shahryar Talpur and Nadia Rehman from the private sector and Fawad Ali Shah from the public sector. Sources said that Shahryar Talpur has been appointed in Santiago (Chile), Nadia Rehman in Prague (Czech Republic), Fawad Ali Shah in Port Louis (Mauritius), and Ayesha Saeed in Brussels (Belgium).

These appointments, according to Commerce Ministry's Commerce and Trade Group, are highly controversial and are likely to be challenged in the Supreme Court of Pakistan. Commerce and Trade Group has already completed its homework, preparatory to seeking justice from the apex court.

Prime Minister's Secretariat, during the second week of May, wrote a letter to the Commerce Ministry, stating that as the Commerce Ministry begins the selection process for four new locations, the names of the following candidates should be given priority: Ayesha Saeed, Shahryar Talpur, Yasir Ishaque Lashari, and Fauzia Abbasi from the private sector, and Fawad Ali Shah from the public sector.

Sources said the influence of Prime Minister's Secretariat in these appointments can be gauged from the fact that the candidates were given a unique written test, in which only three candidates namely Ayesha Saeed, (Punjab), Shahryar Talpur (Sindh) and Yasir Ishaque Lashari (Sindh) appeared to fill the four posts. Subsequently, all three were declared 'qualified' for the interview, which was conducted on June 24, 2009. To 'mix up' the proceedings, the Ministry of Commerce also invited 13 candidates of BS 18, who had secured more than 70 percent marks in the written test, conducted by LUMS for the fourth post.

However, the Commerce Ministry had to scrap the entire process, following media reports. Pitad (Pakistan Institute of Trade and Development) was asked to conduct another test in July 2009, in which only one candidate, Marwat, was invited, and cleared, for the interview. According to Secretary, Commerce, he was not up to the mark.

Commerce Minister Amin Fahim was the chairman of the selection board; members of the board included Secretary, Foreign Affairs; Secretary, Establishment; Secretary, Commerce; Chief Executive of TDAP (co-opted member); Secretary, Investment (co-opted member); and Secretary, Textile Industry (co-opted member).

'Influential' candidates as 'trade officers': C&TS officers decide to move Supreme Court

ISLAMABAD (September 04 2009): Sensing that the Prime Minister's Secretariat is bent upon accommodating some 'influential' candidates for the newly created posts of trade officers at Santiago (Chile), Prague (Czech Republic), Port Louis (Mauritius) and Brussels (Belgium), the officers of Commerce and Trade Service (C&TS) have decided to approach the Supreme Court to seek justice in the matter.

Hectic consultations are underway between the officers of Commerce and Trade Service and Foreign Service of Pakistan these days, it is learnt by Business Recorder. It may be recalled that officers of Foreign Service had lodged a case in the Islamabad High Court, now defunct, seeking reversal of the posting of Jahanzeb Khan as Ambassador to France.

The officers of Commerce and Trade Service have constituted a core team to elicit information from the officers of Foreign Service of Pakistan on their writ petition. A couple of lawyers have been approached on the subject. It has also been decided that a writ petition would immediately be filed once the Prime Minister's Secretariat gives nod to the Ministry of Commerce for the posting of these private sector candidates.

Sources revealed that the Prime Minister's Secretariat, during the second week of May 2009, had directed the Ministry of Commerce to give preference to three private sector candidates namely, Ayesha Saeed, Shahryar Talpur and Yasir Ishaque Lashari against the newly created posts. In addition, it was also directed that Fawad Shah should be selected against the fourth seat.

To accommodate these candidates the Ministry of Commerce required to revise the selection procedure. As per the revised selection procedure, the condition of the written test by the Lahore University of Management Sciences (Lums) was waived and the Ministry of Commerce itself was authorised to conduct the written test.

The overall performance of these private sector candidates was 'ordinary' by all standards in the tests conducted by the Pakistan Institute of Trade and Development (PITAD), a subsidiary of MoC, a senior official maintained on the condition of anonymity. Ayesha Saeed, (Punjab) secured 72 marks out of 100, while other candidates like Shahryar Talpur (Sindh) got 55, Yasir Ishaque Lashari (Sindh) 51, Mumtaz Khan Marwat secured 50 and Nawaz Jamil (Sindh, R) got 31 marks.

It is relevant to note that 30 public sector candidates had secured more than 70 percent marks in the written test conducted by Lums. As per policy only those securing more than 60 percent marks qualify for interviews, however, as the Ministry of Commerce was under pressure from the PM Secretariat it invited a candidate securing 31 marks for the interview.

SC takes note of 'contentious' appointments

ISLAMABAD : The Supreme Court has taken notice of Prime Minister Secretariat backed 'contentious' appointments of commercial counsellors (three from private sector and one from public sector) over an anonymous application submitted by one of the victims, well-informed sources in Establishment Division told Business Recorder .

The sources said the Secretary Establishment Division and the Secretary Commerce have been directed to submit their reports on or before December 9, 2009 in the Supreme Court. Shahryar Talpur, son of Member National Assembly Nawab Ghani Talpur and nephew of Nawab Yusuf Talpur, Ayesha Saeed, daughter of Senator Gulshan Saeed and Nadia Rehman is the daughter of Khalid Rehman, a close friend of Defence Minister Ahmed Mukhtar are the three private sector appointees.

Interestingly, Nadia Rehman, whose duty station is said to be Prague, did not even appear in the test conducted by the Commerce Ministry. According to officials, the Commerce Ministry every year selects commercial counsellors in a transparent manner after a test is conducted by Lahore University of Management Sciences (LUMS) for both private and public candidates.

This year the same practice was followed and the candidates were selected along with a waiting list on merit. However, later on four additional seats were created for Prague, Mauritius, Brussels and Chile. Three or four candidates, all from the private sector, were asked to appear for a test which was conducted by a subsidiary of the MoC and not by LUMS.

When media dug out the story, the process was shelved for time being, however, later it was not only revived but also completed. Out of these four vacancies, three were allegedly 'chosen' while one was selected as per procedure by LUMS. The government candidate, Fawad Ali Shah, who is from Customs Group, was not on the original list of successful candidates and the candidates who were on the original merit list were ignored.

The Commerce and Trade Group (C&T Group) is a specialised occupational service of the Government of Pakistan. The officers of this group are imparted specialised training in trade-related disciplines including export marketing, international economics, commercial and corporate law, export procedures, Foreign Direct Investment (FDI) and international and domestic trade framework, WTO laws and negotiations.

In order to effectively pursue the country's commercial and foreign trade interests, the government has established over 60 commercial offices in various financial capitals of the world. These offices are manned by grade 18, 19 and 20 officers. According to the Ministry of Commerce's notification number 3(9)/92-Admn III dated 16th January 2008, 50 percent of the total posts of Commercial Officers abroad are en-cadred to C&T Group.

However, only 17 of 60 plus posts are currently occupied by the officers of this group while the rest have been distributed among the officers belonging to other service groups and even ex- and non-cadre individuals, some with no relevant academic background or prior experience. C&T Group, sources said, in a recent meeting with Secretary Commerce Suleman Ghani, complained that they are being given discriminatory treatment.
