STP of Commerce & Trade Group
@ Sir A.J. & CSPs
In what capacity a fresh C&T officer is posted. And I saw a post on csspk.com that most of the C&T officers are posted in Pakistani Missions/Consulates abroad. The following paragraph I found:- Commerce & Trade Group Consequent upon the introduction of Administrative Reforms of 1973 aiming to create Civil Services of specialized nature and responsibility, the Trade Service of Pakistan (TSP) was changed into Commerce & Trade Group to administer Export Promotion Bureau, Office of the Chief Controller of Imports & Exports, National Tariff Commission, Trade Marks Registry and Department of Insurance. The posts of Commercial Secretary/Counsellor in Pakistani missions abroad have been kept open to all services, due to the fact that the Office Memorandum under which the Commerce & Trade Group was created did not mention these posts. Presently 50% posts in foreign missions are encadered in Commerce & Trade Group Departments like Tariff Commission, Office of the Chief Controller of Imports & Exports, Department of Insurance etc. are either working as autonomous bodies or declared as defunct organizations. Export Promotion Bureau has also been decided to be dismembered with the creation of autonomous body dealing with the marketing side. All this has squeezed the group into a smaller entity. As a result, there is no prospect for career planning for the young officers. The people at the helm of affairs may have to find new avenues for providing better career management through encaderment of 100% posts of Commercial Secretary/Counsellor in the foreign missions, encaderment of posts in different departments of the Ministries like Industries and Finance and in Provincial departments dealing with trade and commerce, and through promotional quota in Secretariat Group. ------------------------ How much is it valid today? Is that really no prospect for career as CSP in this cadre as mentioned above? regards, Noman ! |

Yes Officers of C& TG are appointed abroad for promotion of commerece and Trade and also to promote Foreign investment. But According the Reoprt of National Commission on Government Reforms(NCGR) headed by Dr Ishrat Hussain(former chairman State Bank of Pakistan) has porposed that in next few years The Four groups C&TG, Postal, Railways and Information should be axed. C&TG, Postal and Railways should be made autonomous whereas Information should be suspended till further order. So these four Groups are under the cloud Dear!.

Yeahps, I've read that press release by NCGR. And thoroughly read all articles, presentations, missions and aims of NCGR & Ishrat Hussain. By going all through this, it seems as if after abolishment of these 4 service cadres from the charts of induction via CSS. The CBR, FBR may be made as autonomous body as was the case with Export Promotion Bureue in the past....!!! So, ITG and C&E may also vanish from the cadres inducted via CSS. So the only left will be the PSP, DMG, FSP and Audit & A/c in around a decade if this trend of reforms continued. And it'll be of no surprise that after that only the top 3 will remain via CSS but there will be specialized papers for each of the group after passing the compulsory. As you may clearly see on the NCGR website that one of its main goal is to:- "iv Replacement of the concept of Superior Services by equality among all cadres and non-cadres of public servants. " http://www.ncgr.gov.pk/Civil_Service_Reforms.html Hence in other words the halt to CSP's n Civil Service as a strong institution.......... And a couple of weeks back I saw an article by a retired CSP that these reforms in the long run will pave the way of induction in civil service of the political favourites rather than the gems and great minds coming via CSS ! However, I believe all this is not going to take effect in the coming two years or at least for 37th Commoner program ! It is said that the senior bureaucracy personel are the one's who make the decision & policy making but the current trend since 1999 shows that as if It seems that the senior CSPs are either not interested in the wellfare of the new aspirants coming into this institution or they are powerless and can do nothing but just are mere spectators of all that is going to happen and that what is happening with Civil Service as an Institution and its future. It's not about senior CSP's and their interest. It's all about military buraucracy Who in the history of Pakistan have introduced enormous reforms in Civil Service and have made a great effort to cap it. If they had introduced such reforms in Military acadamy there could have been democracy in Pakistan but any ways as for as CBR is concernced It can never be autonomous. Becuz it do'snt happen in contemporaray word in US, Europe, and even in India. Federal Government can never give up it's control of over revenue becuz without it Federation would be in jeapordy. as for as Customs and Excise is concerned it is a dying tax after introduction of Free Trade and WTO Customs group would be merged in Income Tax and a new tax group would be formed. Every Govt always keeps the right to Collect revenue. dispense it and Audit it. It is one of the Primery job of a Govt particularly in a Federation where some federating units are compensated more than their share. There may be a shift of jurisdiction between Federation and Provinces but may only happen in Sales Tax which is a provincial subject in India and other countries.......Regards

Even then it implies that the senior CSPs don't posses the power even to decide the fate of their own institution & are not part of any policy making for the future of civil service; but yes the future of their institution & policy making rests with the NCGR & Ishrat Hussain (Not CSP Civil Service Officer). So, by the present trend of NCGR it seems that the CSPs are only the implementer or customer services officers (except the uniform cadre PSP & the cadre not in Pk i.e. FSP) in the future in times to come -as is given in the goals of NCGR on NCGR website- and not the policy makers. Today most secretaries are CSPs and heavily from DMG group however none of them have the influence on policy making for the future civil service aspirants & hence they are powerless in this regard ! And no one can predict if this trend continues then where will be the css cadre standing after a decade !
However, all these devolution & reforms are about to be done in future and at least for the 37th Common & perhaps upto 38th Common CTP program, it seems that the things will remain same ! And, perhaps, this may be the last batch for Commerce & Trade Group via CSS. Let's wait & see ! And, at present, even after devolution the best service one may dream to come in is definately top cadres of Civil Service via CSS. No doubt about that. And I'm also among one of those aspirants who are willing to be the part of this prestigious institution of central superior services, insha-Allah as 37th Commoner. And I hope Insha-Allah, that the fresh CSPs joining civil service--- when they will reach at senior positions will try whatever they can to revive the civil service & make it as on of the strong institutions of Pakistan to serve our country even better. regards, sincerely, Noman ! But if we go into the detail of it... Commerce largely deals with ensuring commodities and services are available in the market... GRP (GROUP RESEARCH PAPERS ) Topic: “Issues and remedies of Trade-related Knowledge Management in Pakistan” The Group Research Project would have two parts; the first one would deal with issues and remedies of trade related KM in Pakistan. In the second part, Pakistan’s Trade Report 2008 would be produced to fill the ‘knowledge/information deficit’ in terms of Pakistan’s foreign trade. GRP, in its first part would have eight parts, allocated to each Probationer: Status of Trade statistics in Pakistan Status of Competitiveness related statistics in Pakistan Employment of modern tools/methodologies of KM KM systems in private sector Organizations KM in government Best practices in Km in a local firm KM in a model competitor country Part 2: Compilation of Pakistan Trade Report 2008 FIELD VISITS The probationers would undertake extensive field studies, to interact with the industry, various relevant departments in other cities and study the concepts and practices of export promotion through clusters. Proposed Visits: Punjab ( Lahore, Faisalabad, Multan, Gujarat, Wazirabad, Gujranwala & Sialkot) Karachi / Baluchistan ( attachment with SBP, TDAP, Trade Organizations, Gwader, Afghan Transit Trade; TCP NWFP/ AJK: Visit to various Industries, Border trade areas Attachments with Export Clusters: 4 groups ( 2 persons each) Product groups as per TDAP-UNIDO Cluster Development Program (Textiles, leather, rice, surgical, sports goods, handicrafts etc. ) FOREIGN TRAINING Officers would be enabled to study the development experiences of other countries through a 10-15 days tour abroad in April/May 2008. AOA...
STP of CTG is taken place in Pakistan institute of trade and development PITAD... in state life building, blue area Islamabad... can someone confirm tht where are the officers accomodated during STP. |
