Default Joining CSS after 28

If someone joins CSS after 28 ( as age has now been increased ), then which maximum grade can a person reach. I have heard that if you join CSS after 28, you will hardly reach Grade 19. Can some senior be kind enough to tell something about promotion policy and will joining CSS after 28 be worth it??

Haha. Then by this logic a person who joins CSP cadre at the age of 22 will retire at grade 20 lol

No, he can reach BPS-20 easily.
