For appearing in CSS Examinations, the minimum requirement is to have at least a Bachelors Degree with second division. Anything more than this is a bonus. This is applicable for all services / occupational groups. So there is no specific qualifications requirement for any particular group like Foreign Service of Pakistan etc.
