What should dual nationals do to join the foreign service?
 

What should those people do who want to serve and represent their country at every level possible and have been educated at good universities. Where should they start from if they looking forward to have a career in Foreign Service of Pakistan? What test should they take? What procedure should they follow if they are willing to surrender their foreign passport for the sake of their country.? Is there anyone who can answer my query? :phone

As per today's dawn e-paper this is the scenario "And if the legislators feel the law is unfair, perhaps they should amend the constitution to allow dual citizens to hold public office, though this newspaper agrees with the view that dual nationals are, as per the constitution, ineligible for public office in Pakistan."

The big decision then becomes revoking of the foreign passport. Personally i would not advise that, not at least at this juncture. Perhaps you can give the CSS competitive exam and try getting into the Foreign Service and decide on the passport at that time. As i read it, you are ineligible to hold a public office, not to give the exam (someone please correct me if i am wrong here). So once the time comes to actually join the service, with a big IF that it does come, then i believe you will be in a better position to make an informed decision.

i). The provision in Constitution barring dual nationality holders to hold public office is for Parliamentarians only.

ii). A civil servant is not a Parliamentrian, I have heard time and again that a civil servant cannot hold dual nationality, but frankly speaking I have not seen any such provision with my own eyes, which stopped a civil servant to hold dual nationalities. However, a dual nationality holder cannot join military service in Pakistan.

iii). I remember, somebody had checked from E.Division as well, and the relevant S.O had told that there is no such explicit law, however, last year a move was started and a draft Bill regarding dual nationality of civil servants (saying that a civil servant cannot hold dual nationality) was sent to Parliament but is lying pending for legislation.

iv). I had heard that there are many civil servants, with majority in Foreign Service, are holders of dual nationalities.

v). If at all there is some such provision, it neither hinder you from submitting application for exams nor it stops you from sitting in exams, once one clear exam and is get allocation, he/she can sort out this issue. But there is no need to get worried for this before start of exams.

Thanks for the clarification. I was not too sure about the whole thing as well and like i said i too feel this is something that should be addressed as and when the time arises.
