It depends on his posting and grade. Which position are you talking about exactly? A third Secretary or what?

actually i dont know even that,, who are the bureaucrat and secretries and all now if u have streched the topic then kindly make me understand the whole up to down grades and positions as well .. i hope u will be pleased to help me. thank u sir!!

I'll be happy to help. I will try to clear your confusion but if you have any further queries you can ask me again .
  • A bureaucrat is a person who works in the Civil Service. Entry into the civil service requires one to clear CSS or PCS. After clearing CSS, the person is assigned a position in grade 17. I am telling all this assuming you knew nothing about bureaucracy before.
  • In FSP (i.e the Foreign Service of Pakistan) a grade 17 servant is assigned a desk job at the Foreign Office in Islamabad. So the type of job a person is assigned is different in Pakistan to what he is assigned when he/she is posted abroad. While abroad, the person is assigned various tasks of diverse nature related to his/her position.
  • The Foreign Policy is made by the Foreign Minister who works with the Foreign Secretary (a grade 21 bureaucrat). Unfortunately, in our country, foreign policy is influenced heavily by the military establishment. Even in cases when the Foreign Minister is quite independent, decisions made are politically motivated.
In short, the foreign policy is made at the Ministry of Foreign Affairs and is enforced by the diplomats posted abroad.

hmm kafi had tak clear hogaya.. thak u brother but mujhey ye nhe samajh aya kia bureacrats fsp servants ko khtye hen ..?? :O n civil services mey kaun kaun sey aur departments ajatey hen ? i hope i wont make u laugh as u have already presumed me totally unawared about all these pecheda baten jazaka`ALLAH.

and 1 more thing brother ye 39th common etc se kia murad he?? a friend of mine told me k ye unki position hoti he exam me pass honey ki. and what does mean by CADRE too .. jazaka`ALLAH . i wish u dont get bothered from my basic queries ....

CTP stands for Common Training Programme. The number (e.g 39) represents the batch number. Not the position.
And no, all civil servants are bureaucrats whatever their group may be.

The government makes the foreign policy. The people we have elected formulate it, The foreign office implements it.

Foreign policy making is actually the task of governments that is the executive branch, Diplomats abroad have several functions; collect information and data, give advice to the authorities in Policy making processes, contribute to foreign policy decisions and protection of basic rights of the diaspora abroad.However, a diplomat's contribution to policy decisions depend upon his/her skills and analytic capacity.
