No, Chairman PTA is an NED graduate and a Ph.D. in Telecom systems from University of Essex (England). See his profile > Who is Dr. Yaseen

Federal secretary 22 grade ka hota he aur koi bi hosakta he DMG, Customs, Police. These all are a kind of political posts like that of Chief Secretary as well. By political I mean usually postings and transfers of federal secretaries and chief secretaries are carried in consultation with concerned minister, chief minister by Prime Minister.
