Question Current Secretary Information and Broadcasting?

Which occupational group does the current Secretary of Information and Broadcasting Mr. Taimur Azmat Usman belong to?

Mr. Taimour Azmat Osman, belongs to the District Management Group basically. if you want further authenticity, let me tell you he remained Additional Chief Secretary of Punjab under Mr. Naguib Ullah chief secretaryship. So definitely he is a DMG officer

Unhappy So awkward

Does this mean that the secretary of Information too does not come from the Information Group? I think thats very unfair. CSS already has a specialized occupational group for Information. The post of secretary in Information must stay within the group.

So what? Chairman FBR/Secretary Revenue Division, comes from DMG mostly. Not from IRS.
Secretary Commerce from DMG/SG, not from Commerce and trade group.
Secretary P&D, from DMG/SG, not from Economsits and planners group.
So its prevelant all over.

The question is, does being prevalent make it right? Off-course not. Who is the right man for the job...... the senior most officer of Information Group, or a random officer from DMG or Accounts Group for that matter? It is not the right of IG officers that matter here, it is the right of an institution, besides being the question of competency.

It is the injustice and the plunder of merit and principles which are prevalent, not a few errors of mismatch in bureaucracy.

Dear Sir
As per Rules, All occupational groups, APUG and even FUG are entitled for horizontal mobility. Mean example the officers of postal service BS-20 can be posted in any ministry as Join secretary as its horizontal movement. & then they easily induct in Secretariat Group. So as per rules, Secretary to the Government is purely an administrative post, and any occupational group officer can come as secretary.
Example. Late Mr. Mutwaqal Kazi, Relative of AGN Kazi, was from Economist Group, then he went in Secretariat Group, by horizontal movement. Remained Chief Secretary Sindh, Federal Secretary Defence as well. So its a routine matter in Islamabad. There doesn't matters secretary comes from which group. Just he should be in the good books thats all.
Another: Mr. Ghalibuddin, 3rd CTP, Audit and accounts, was inducted in SC, and posted as Federal Secretary in many divisions. Currently he is Member FPSC.
Even if an officer is from Postal Group, he will be promoted and adjusted in Secretariat Group and Posted as Federal Secretary.
So i am talking with respect to rules(i.e. What is), you are doing normative work (What should be). So i am not going at merits and demerits, just giving a factual situation that its happening all over Pakistan Sectt, and its a routine matter. An administrative post is filled by any officer, and its not necessary that information group officers head information ministry as they are technical people, not necessarily suitable for administrative seat.

Thank you Shtanzeel, one more query. If an officer say of Information Group does not move over to the Secretariat Group, can this fellow be appointed a Deputy or Joint or an Additional Secretary in the Ministry of Information and Broadcasting or in that case any other Ministry (Federal/Provincial). Also please tell if s/he can become the Secretary of the Ministry of Information and Broadcasting still being in his/her parent group.

Dear members any ide which group Mr. Mian Zahid Bashir belongs to. He is currently the Press Secretary to the PM.

Yes, all occupational groups(those recruited under CSS & Economists & Planners group, which is other than CSS) are entitled for horizontal movement. You can consult estacode over it(send me email, i can give you in soft copy, alternatively you can search at google for ESTACODE. So without induction in SC they can be posted at any secretariat post. However, if they(FUG, i.e other than APUG) want to go in any of the provinces then it is also possible, but it wont be regular posting. It will be deputation.

How can an officer be given Secretariat Group if he wills to join it? Is it on the basis of a test or first come first served.... couldn't find it in the ESTACODE (or maybe a skipped it)

many DMG officers opt for it. Mr. Abdul Rauf Ch, who retired from Secy Estab few days ago, while getting promotion from BS-20, to BS-21, opted for SG and left DMG. So theres no test at all. Even those of ex-cadre while serving on secretariat posts get inducted into SG. this takes time, but example is Mr. Mutwakal Kazi.in estacode search for secretariat group also in occupational groups.all OMG officers join SG in BS 19.
