As far as "Culture" is concerned, dear please visit any RTO and any Customs Collectorate and compare them in terms of Offices, Vehicles, Staff and their Compliance, Facilities etc.
I have joined here in DGTR(Customs) Karachi and we three probationers have Toyota Surf 24 hrs on our disposal along with other vehicles.
Our senior batch who passed out on 5th June have been given Collectorate and charge of their choice on very next day along with Land cruiser,Prado,Toyota Crown etc.
And technically speaking this is the second whole batch (37th & 38th) who got first postings in Customs directly because of creation of IRS. Before this officers had to wait for many years untill they get customs postings. Promotion is a problem for some senior batches these days but due to limited induction(3 to 5) in cadre and massive retirement( around 70 officers in next 2 years) it will be settled soon...

@ Adnan
I am thankful to Allah Almighty who has given me a chance to serve the nation, along with due respect, through IRS. So, am, certainly, not focusing on good/bad things.
It is quite natural that we want to get more and more information about our groups. I don't disagree with you what you have mentioned and dont challenge the veracity of this as well, as many CSPs say that. Historically PCS has been dominating Income Tax. However, creation of IRS has created a sort of confusion/equilibrium in terms of prioritization of groups. Scores of aspirants this year have placed IRS over Customs. They definitely would have something in their mind.
However, you are right. Customs is more facilitated than IRS (that is why called Royal service), but I have heard that now IRS officials are given Cultus etc and other facilities. It is also a fact that the future priorities of any government would be revenue collection, for which IRS is a backbone. So the level of facilities seems to be increased in coming 3~4 years. Moreover, as far as influence and power within the society is concerned, I rate IRS as third group (due to Income and sales tax and excise duty) after DMG and Police.
Even now, IRS official gets double salary than Customs (sorry, no offences just a fact)
Baqi, yar kuch IRS ka positive bataen........ negative hi btaen ge to ham join kesey karen ge
Is there no IRS CSP on this forum to shed some light on it?

I am sorry, I did not know about double salary in Customs also. So take my words back.
Secondly, at the moment customs is definitely better than IRS. I agree with you and Dr Adnan on this. I only want to say that future does not seems the same. However, I, too, request Dr Adnan to provide us details of IRS officer's life.

Dear IRS officers enjoy following luxuries....
1. Double salaries
2. Postings in main cities, where RTOs are located
3. It has large cadre strength (1200 officers approx.) so one can easily go on
deputation anywhere where one can manage to go
4. Neat n clean working conditions n interaction with business class etc
5. Officers can go LUMS/IBA for MBA in Tax. Management (Previously it was
compulsory after STP but now it optional, one can do it anytime in career)
6. Opportunities for foreign degrees n scholarships that are offered to all civil
servants
7. Vehicles were given in many stations previously in grade 17 but were
withdrawn under Austerity Measures but still in some cities like
Bahawalpur,Peshawar etc Cultus etc is there at your disposal and same is
the case with houses. And i hope situation will be much better in future.
So cheers up Dear. CSA ki tyariyan kro ab.
Goodluck
