Mossavir has been talking about the refrences so i thought I must also mention my reference. All the words which I have said in my previous posts about the pros and cons of this group are not mine but of my uncle Brigadier (retired) Mr. Afzal Cheema who is ex additional secretary Of Defence back in the days of Sarwar Cheema and My father ex PAF personnel. I have just qouted their words here for the guidance of the aspirants. So guys chill up and keep guiding the youngsters with your valuable experience and knowledge.

Regards,
I totally agree with you. Like every other job this group certainly or should i say MOST CERTAINLY has it's pros as well as it's cons.

I have seen many times that people have EXPLOITED the negatives of a certain group. For example, as we all know that in DMG(my favorite group) and PSP, political interference is there. I agree, in fact all PSP's DMG's would agree on that but that political interference is up to a certain level. It's not like political interference is SO MUCH SO that officers ka jeena haraam ho jata hai. Same is the case with MLCG(military interference). My brother and my friend floydian did the same thing. May be he meant something else but as far as I'm concerned, i got the message that he wanted to convey that army has supremacy in this group, CEO MEO do not enjoy authority and all.

Anyway I'm deeply satisfied, we all had a great discussion on this group. I have achieved my objective. I thank all of you guys for appreciating or criticizing me because at the end of the day it was for the betterment. Me, Zaidi, You, Floydian....everybody did an extremely superb job. We all contributed in generating information galore about MLCG on this forum, which will be useful for people.

well done guys and thnx alot for discussing the pros nd cons of this group....
@mossa nd ali zaidi...brothers to me personally this group rocks...
@floydian..i think i hve an idea regarding wt u were trying to convey nd even u were nt wrong in ur assessment
@all the thing is that every group has some positives nd negatives...for exmple mlcg gives u house ,servants, car nd alot other things from 17 grade whilst on the other hand take paas as an example which do nt gives u a car, house etc...bt paas offers double salary nd mlcg nt etc etc nd at the end of the day it all comes to the personal preferences so the thing is that we shoul nt view a group or anything for that matter by standing at extremes rather try to be moderate in our standings(an advice wen it wsant asked by anyone lol)
nd lastly thnx again to the participants of this debate nd providing us all this information..

So MLCG is basically involved in Civic Management. I think if local bodies are made functional which are due to be made functional by mid 2011 and their domain is extended to Cantonment areas then MLCG will not have much work left to do. Also, property tax collection etc. should be the work of Provincial Excise & Taxation Department. Since Cantonment Areas are part of the province and do not fall geographically outside the province's geographical boundary there is no justification of separate property tax collection. This can be done easily by extending the jurisdiction of Provincial Excise & Taxation Departments over Cantonment areas by a simple law passed by Provincial Assemblies. Military officers are also interested in getting assigned to these posts. In these circumstances the very survival of MLCG is in jeopardy and that was the very reason fresh induction was discontinued during Musharraf's era. What do you think?

The provincial control can not be extended over cantonments because technically these are designated as federal areas since military is, has been and will always be a federal subject.

Military is a federal subject but provision of civic amenities and property tax collection IS NOT. In fact, taxation on property is an exclusively provincial subject except income tax on property which is collected by FBR.

Cantonments are not classified as federal territories under the Constitution. In fact, only the land custody is given to defence ministry on long-term lease (often 99 years) by provincial govts to set up the Cantonments. Provincial governments cannot remain isolated from what happens within the cantonments and if they desire they can quite legitimately extend their jurisdiction to these areas.

Brother Army GHQ also comes in a division geographically but will that mean GHQ is headed by a Commissioner? No.

Survival? I don't know what exactly you meant by this word but as far as the duties are concerned. Brother it has been like this since this group came into existence. Before Musharraf after Musharraf whatever....these duties are performed by the CEO. and one thing more...Tehsils Districts Divisions are separate than Cantonments. and as far as the question of induction goes. It has been answered by me earlier but I'll say it again that it was ceased by Musharraf due to other reasons. Corruption but mainly because of his own interest.
