House Tax Notice from Cantonment Board?

Can any one please guide me about the House Tax Laws in Cantt Areas?
How the Tax is levied i.e Rate & Method.
What is the Tax on a 5-Marla Plot in Rawalpindi Cantt?
We are living in Rawalpindi Cantonment since last 20 years in our own house. We used to pay house tax and then it was waived for government servants. But again RCB has issued a Notice of Rupees 14000/- out of nowhere?
Surely no one likes to see a Notice from RCB for Tax. But any one woh can make me a bit more wiser on this:-
What are the powers of the Cantt Board?
Can owner be sent to jail for not paying Tax?
or Can Cantt Board take the house in its custody? or Demolish it? Or What is the Maximum upto which a cantt can go if the owner cannot pay tax on such notices? What does Rules say if an owner is unable to pay tax?
