I'll suggest you to read SECRETARIAT INSTRUCTIONS. It will help you alot to enhance your knowlege abut how things work in Ministries/Division.

SO can be posted in all ministries ,postings depend upon your preference(efforts) and at the fancy of Establishment Division.There are lot of ministries that are on the top slots of initial appointees ,like EAD,Establishment ,Interior etc each with its own sorts of perks .If you want a ministry of your choice you need to do your work on it,after your STP the only thing you will be doing is running for your first posting or be content with the posting plan.Getting a posting in Establishment Division is difficult because of DMG and rankers nexus.(esp if you are a OMG Commoner)

Each Ministry has wings and sections so number of SOs and Dy Secretaries varies with the ministries e.g Finance has some 90 plus SOs and around 3-4 sections or a wing under a Dy secretary.Planning Division has 14 SOs and 3 Dy secretaries.

Little chances of being posted in ED ,they want rankers because they are more experienced.

You can get posting in Finance ,lot of good sections with diverse working experience ,but late sittings at times esp in budget days.

After STP you are posted and you start working.

I know its easy to have grade 19 in groups which do not fall under umbrella of ED.Problem arises after 19 in selection grades where secretary estab and PM come into play.PAAS and all other such groups suffer after 19 so they prefer SG.Our special secretary Mr.Hamayat Ullah is from PAAS but joined SG...Yes there should be share of each group in all spheres but in their expertise area such as there are DFAs and FAs in each ministry who can be people from PAAS.Similary budget and accounts officers etc.

Rest each group has Pros and Cons attached with it.
