Future of OMG after current Establishment Division Order
 

What will be the future prospects in omg after the recent establishment division's orders according to which officers from any occupational group even from provinces and private sector can join secretariat group (as a lateral entrant) in BPS 19 and above? Where should I place omg in my preference list of occupational groups now??
Someone told me that after the implementation of this policy, omg officers will not be able to jump to even BPS 19.

Should go down if this is the case

Well, OMG was never amongst my priority list but as one says, priority differs from person to person. Before taking into account what is written by you in your post, I can say that it was 5th of 6th priority of most of the people.

However, with this order, I believe promotion would slow down, which is the only positive thing in OMG in my opinion.

About your preference list, I would again say that depends on temperament. For me, OMG was never in preference list but I have decided to place it on 11th, as my aptitude and priorities are just the opposite of what is needed in Office Management Group.

There is restraining order from Supreme court of this notification.This was issued on 4-10-2011 and there has been no induction since then.ED has also issued notification for such induction of PCS officers in PAS in 18 and 19 and there is no restraining order.Promotion is the fastest of all groups and OMG officers enjoy more exposure than counterparts.Its my personal experience.

and would you be kind enough to highlight the reasons for which you love this group as there are people who do not have much information about this group. Even i consider this group a fine one and wana know your opinion.

Lols :laughing. Not really. Instead of ironic, I would say its destiny. I revised it to 9th :haha. Had CTG got a few seats, MLCG a few more seats in Punjab or had I worked harder, I might have been landed into either of them. But.... luck factor ;).

I like to have a diversified job which also includes field postings. I perceive that OMG falls short of such expectations. have taken my attempt of 2013 and praying that this O is replaced by D in that :dd

That's cool to know that we are in same Cadre. In Sha Allah we will meet in October 2013 at CSA :)).

i consider this department the one of its kind, good things:

1. your career starts in islamabad and for most part of it you live in islamabad which means that you don't have to face transfers from one city to another which not only disturb your family life but also your children's education.

2. you don't have to face the enraged public for all the bad things done by corrupt politians and other similar things (like DMG and PSP people face).

3. you have much time to give to your family unlike PSP etc.

4. you don't have much authority which means you don't have to face political pressure + you are immune to much accountability, and this also keeps your conscience satisfied.

5. you serve at federal secretariat which is the engine of federal government.

6. to live in islamabad is much much better than to live in any other part of the country.

7. you are not abused by public behind your back; and you are a clean person.

8. fast promotion, much exposure, horizontal mobility, foreign trips etc..

In the end i would say that depending upon everyone's personal priorities, SELF SATISFACTION IS THE BEST SATISFACTION.

Plus is there any way to avoid stay in islamabad and instead stay in lahore ?

sir, everything happens for good. believe me, me too wrote omg as my 6th priority, but at that time i didn't know much about it. my papers too went well and i was much sure about getting allocated in anyone of my top 3 priorities, but unfortunately my british history papers got punished severely.. this mishap made me fall to omg, after this i did some home work and came to know about OMG, and trust me, i am 100 % satisfied with it, rather i thank God for punishing my British History... haha, its like blessing in disguise ;)

it is an awesome group for married women because in this group you don't have much to worry about and after your working hours you are totally free, you can enjoy your holidays with your family + you can have 1 permanent address (as no transfers from city to city). even in case of deputation, you stay in one place for 3 to 5 years. thats great!

as far as your 2nd question is concerned, according to best of my knowledge, you have to start your career in islamabad whatsoever. but afterwards, you can get posted to punjab secretariat in Lahore, or even in other public firms based in Lahore. Females get much relaxation in this regard.

Well dear, I placed MLCG and CTG above OMG and PAAS, thinking that if I fall in the merit bracket of the latter two, I will automatically make it into the either of the former groups. But 1 seat of MLCG and no seat in CTG made my plans futile and I got into OMG.

I agree. That's destiny. I am reasonably satisfied with OMG after I have come to know about its details and positives. However, personal preferences of an individual cannot be ignored. I personally like to work in a place where I can take decisions independently and be in the lead, such as PAS or PSP (particularly when they are in field).

Hence, I believe that In Sha Allah my group gets changed in 2013 (I will be considering 7 or 8 groups only), I might switch. But if destiny has reserved OMG for me, then OMG it is :)).

I think ladies can be transferred to the place where their husbands are based, owing to the wedlock policy.

OMG is a very good in terms of promotion and horizontal mobility.

First of all, every OMG officer is posted in the secretariat initially as Section Officer but there are a number of autonomous bodies/attached departments in which one can go on deputation. One can even get posted in provinces on deputation for 3 years which is also extendable for further 2 years. In provinces one can be posted on DMG seat as well. Moreover, there are some ministries like the Human Rights Ministry and Ministry of Industries in which you can get posted in cities like Lahore, Karachi, Peshawar and Quetta. Female officers can also enjoy the facility of getting posting in home towns as rules allow that.

Another good point is that OMG officers get the maximum chances to avail foreign trainings and degree programs. OMG officers are also posted on deputation in Pakistani embassies/ foreign missions abroad.

Furthermore, the donor agencies and international financial institutions like UN, ADB, Wolrd Bank and USAID hire OMG officers to run their secretariats, projects and programs in Pakistan and they offer a very good pay package.

Another great feature of OMG is that promotion is fastest among all the other occupational groups. There is great shortage of officers in the secretariat so chances of promotions are also bright. We can also be posted in 18th scale on acting charge easily because there's no one above. I'm currently working as a Deputy Director in an autonomous body which is a grade 18 post. Our seniors from the 27th common got the 19th scale in just 9 years which is impossible in other occupational groups.

Some negative points are that OMG officers don't get a car or house immediately. Getting a house allotted in Islamabad is next to impossible unless and until you have good connections in bureaucracy or political backing. The senior officials in secretariat possess all these facilities.

Another problem which OMG officers appointed through competitive exams face is that we have to fight promotees who qualify the promotional exam and join OMG. These people affect our seniority. Another category of people are the ones who come from other departments on deputation and get themselves regularised in OMG.

But overall OMG officers are the ones who run not only the secretariat but also have the chance to formulate policies from their desks.

Well, in these days of idleness, I also came across few other positives of OMG told by a person in this Cadre.

In Pakistan, one is normally posted in 6 big cities. Means Lahore, Islamabad, Karachi, Quetta, Peshawar and Muzaffarabad (in case of AJK Secretariat).

Plus, one can find enough time for family too. Timings are 8:00 to 4:00 with two days off and under normal circumstances, remain that way.

So I think for a family oriented person, this advantage is very valuable.

Nice info, can you please tell me what kind of work is usually done in OMG. well the name shows office work but is it just about huge number of files with no interesting things or what ?
Secondly what kind of foreign training programs are offered to OMG ?

OMG by its nature is office based job. Perhaps that's the primary difference maker in OMG and DMG, as the latter also works in the field, commonly and frequently.

Job of every Cadre is the same, i.e. Decision Making. At lower level, OMG officers indeed play with files but their words matter. Coz every case is initiated by a Section Officer so he is a major role player.

Monotony gets you everywhere, sooner or later but given the size of number of Ministries and other Government offices, you can have an entire life of learning.

Now coming back to foreign courses, ample opportunities lie there as of now :).

From 3 days course to a full fledge degree, various departments have their training programs as well as foreign scholarships. Mostly, that is job related.
