STP of the District Management Group (DMG)

The Academy is situated on the Mall Road, Lahore, near Gymkhana. The DG is Gen. Shaami (Same DG for CSA and DMG ACADEMY). During the STP, DMG officers go through the following subjects:
1. Modern Management
2. Urban Governance and Town Planning
3. Budgeting
4. Public Finance
5. Macro Economics
6. Law of Evidence
7. Code of Civil Procedure (CPC)
8. Code of Criminal Procedure (CRPC)
9. Pakistan Penal Code
10. Islamic Law of Inheritence
11. Mohamaddan Law
12. Land Revenue Act
13. Land Acquisition Act
14. Punjab Tenancy Act
15. Colonization Act
16. Zakat and Usher Ordinance
17. Local Governement Ordinance
18. Transfer of Immovable Property Act
19. Constitutional Law
20. Auditing
21. Taxation
22. e-governance etc
and some other subjects etc.

The STP of DMG is a 10-12 month programme, which includes 4-5 study tours and attachments. Not all of the above mentioned is "taught" in detail....Extension lectures are delivered by renowned scholars/senior officers.....some of the subjects have to be studied on one's own.

Riding,swimming and morning PT are mandatory for all,....An attachment with the Elite Force for a couple of days or so is also a feature of the STP !

Sir i have a query regarding the initial appointment of DMG Officer's ...as per my knowledge sir after devolution in 2001 DMG officers get initial apointment in Punjab and sind as DDO's (REvenue)...however they can stiall get recruited as Assisstant Commisioners frm ISbad....is it true?? further more....i have heard that even the top civil post of DCO in punjab and Sindh areas is un-attracticve as District NAzims have more powers than DCO's......is it true??
Basically i want to have ur opinion on DMG as a grp?(Most prolly an opinion of ur colleagues in the DMG grp wud be antticipated as well)....Thanx for spariing ur valuable time and guiding us as well as all future CSP's :)

Yes, u r right brother....Devolution didn't affect the posts of ACs etc in Islamabad. A DMG officer is still posted as an AC in Islamabad, initally.

Baaqi rahi baat "DCO and Nazim Conflict" ki to what i know is that Nazim does have an upper hand in this so called "conflict". Lekin, for the time being, as a CSS aspirant don't take a decision solely on the basis of the current position of a DCO/DPO. Initially, one is not posted as a DCO or DPO....one recruited in 2007 would reach that level some 15-20 years later....till that time who knows k current system bhi rahay ga ya nahin...may be it gets rolled back in the coming months/year or so.....

Rest, i have asked a colleague to comment on the current situation in DMG...i hope he shall post that by tomorrow.

Sir i was expecting a comment on the initial appointment of a DMG officer as well as on his future prospects...u said ur coleague wud post ...but nothng came....so if u or ur colleage cud comment a little on it ...it wud be highly appreciated ..i think....by everyone....as its a high prority grp for all the aspirants..Thanks in Anticipation!!

Future Prospects of a Fresh DMG Officer other than DOR
 
Aoa wr wb to all the respected seniors of Civil service & rest !

I've a brief query (same as posted by Mr. Waqas) that what are other possible options of posting for a fresh DMG officer after completing his/her STP other than District Officer Revenue.

Kindly post a detailed mail regarding future prospects for a 'fresh DMG officer' other than the post of DOR.

Hope that some senior or CSP's may find time to post a quick reply to guide the civil service aspirants !!!

Sir

you are right that a person will be appointed as a DCO 15-20 years down the road but even a new officer is also posted in the field as DDO,EDO etc. The authority of all of these officers is curtailed by Nazims. as far as i know an EDO (revenue) comes under the influence of Tehsil Nazim the same way as a DCO under a district Nazim. we keep on hearing the tussle between DCO and Nazim, though forget that the post of AC was also abolished. kindly, post the details of prospects in DMG, the actual nature of work,perks, and privileges. this would enable us to choose with conviction.

They are posted in the district as TMOs/DDOr/AcOs in NWFP .....EDOs/DOs in Balochistan. They are posted out of their home province for three years.

Yes, they are under DCOs, but the situation is not that gloomy. They have independent powers. The DCO is actually the chief financial officer, not even a single penny can be spent without his consent and signature.
To quote one case: DCO, DI khan and the Nazim had differences and the DCO was working quite independently.

In future they have diverse options, they can be posted in almost all the departments, of provincial and federal Government, both, Secretariats, WB projects, etc.
They have great opportunities in different other Departments. To see the future of DMG in distts would be a great injustice, they rather have more scope in other fields... for example the rehabilitation program regarding earthquake is being monitored by DMG Officers, all the aid for flood-ridden areas in Balochistan coming from abroad is being monitored and handled by DMG.

They are more 'in' in other things than distts,.... WASA,CDGK,CDGL,CDA, Excise, PWWB, PWD,All the ministries etc.
Just look at the composition of Federal government. 70% of Federal Secretaries (almost 27 out of almost 40) are from DMG, 3-4 are from each of the other deptts.

Initial 7-10 years are not as attractive as those in other groups... but afterwards DMG is ahead of all occupational groups with a great margin.
From the point of view of personality development, DMG has no comparison... especially after initial 7-10 years of service.
So far as perks are convcerned, DMG ppl have car, house right from the first day of their independent posting, even in UTship "most" of them are provided with vehicles.

Thnx allot sir for such informative e-mail about DMG.

By this, in your opinion, one may opt DMG group in top 3 choices of his/her selection in service group priority. And will u suggest to put DMG on top of ITG and C&E by keeping view its growth and career profile in the long run even after devolution.

[Personal Note:- Sir, by your posts in STP thread what I got from it (I may not be right) DMG still have much worth and spark in it with respect to career profile in the long run though first decade of service may not shine as much as in ITG, C&E, FSP, PSP but it'll surpass all those when one reaches at senior positions. Kindly guide me if I've misunderstood what you meant to say.]

Yes, EVEN TODAY, DMG is among the top 3 choices given by a CSS candidate, ....choice varies from person to person!
