DMG Officers are given one grade higher in Balochistan and in a few instances in KP because of the inhospitable conditions in which they are forced to work there and because no DMG Officer is otherwise willing to go there. It is simply to encourage them to opt for these provinces. However, almost all DMG Officers including those who belong even to KP and Balochistan want to spend their entire careers mostly in Punjab or Sindh. Therefore, there would neither be any injustice nor they would be facing any predicament if DMG Officers appointed in BS-17 are asked to work in BS-17 when serving in Punjab. It is simply a ridiculous practice to allow BS-17 DMG Officers to work on BS-18 posts in provinces like Punjab where their is no shortage of officers of the seniority level suitable for BS-18. |

future of DMG after the rise of PMS...... some facts
PMS is,without any doubt a rising service rather PMS is the future service of punjab..........PCS(now renamed PMS Association) has been fighting tooth and nail for the rights of provincial service officers and i would like to share some of the achievements and u ll be able to analyse for urself PMS officers standing.
1)S&GAD has , for the first time, notified Encaderisation of seats in all grades and distribution of seats b/w DMG and PMS wud be clear and DMG wont be able to maneuver...... and as a consequence of this exercise 230seats have been added in BS 18 for the PMS officers resultantly brightening their promotion propects....... now PMS officers wud be promoted max after 7 years of service not 18 long years.... 2)PMS1&2 officers have been posted as DDO(R)just after 3 years of service like DMGs. PCS officers used to be posted as AC now redesignated as DDO(R) after 17 years...... so a big change. 3)PCS officers were rarely sent to training institutions like NIPA and Pakistan Administrative Staff College but this year 27 officers of PMS r being sent to NIPA which is unprecedented. 4)All non APUG officers(ex-cadre) are being sent from Punjab to the Federal Govt and it was core demand of PMS Association..... 5)PMS officers from all the four provinces have filed constitutional petitions in Supreme Court of pakistan and Petitions have been taken up by Chief Justice.PMS have hired the services of renowned constitutional lawyers like Abid Hussian Manto,Chief Justice(R) Mian Allah Nawaz,Anwar MAnsoor,ex Attorny General etc...... Keeping in view, brief facts ,u can analysePMS vis-a-vis al other services.... |

PMS should be given it's due share and it is a good omen that PMS officials are going to be promoted to grade 18 in just 5 to 6 years. But the problem still persists, all these bestowments are coming at the expense of DMG officials and now they are denied any place in Punjab like pariahs coming from some other planet. They will retaliate too and unfortunately the vicious circle of protests & catcalls would continue unabated. Tomorrow, DMG officials would protest and Punjab govt. would come to their rescue and this phase will repeat itself again. Why can't PMS and DMG officials serve together as they serve in KP and Balochistan ? We can't exclude Pakistan from Punjab as well as Punjab from Pakistan.

Its really an intelligent question that if PMS is rising than it must be at the expense of DMG...But the answer is a big NAY........ it was DMG encroaching upon provincial services share.. I wud cite certain instances; 1)25% seats are reserved for DMG in BS.17,(73 seats),and in BS.18 their share rises to 40%(143 seats),BS.19,50%,BS.20,60% and BS.21% it reaches to staggering 65% of the total number of seats..... Now analyse, is it possible that 73 persons can be promoted against 143 seats reserved for DMG in BS 18.........logic is simple they want ripid promotion and dont want others to climb the promotion ladder.secondly,the ratios were unilaterally fixed through an illegal Moeen Qureshi formula,1993, and that even formula has never been implemented. 2)If by chance a PCS officer manages to get promotion to senior grades he is made to serve under junior DMG officers,eg Secretary Education,Ahad Khan cheema,BS.18 Dmg officer was the supervisory officer of Chairman Punjab Text Book Board,a BS 21 PCS...is it fair?? 3)I can say it with responsibility that if DMG wants to save its being from total anhiliation, it ll have to rectify the injustices recked upon other service groups whether fedreal or provincial..... |

Being an ex-government servant myself (provincial), I can say one thing for sure that “DMG” is a symbol of federation. A representation of provincial harmony, where a person from Balochistan can serve in Punjab and similarly an officer from Punjab can serve in other provinces thus promoting national integration. DMGs rise up to policy making positions in federal ministries with the experience they had gained while working in different position throughout Pakistan. In India, IAS (Indian Administrative Service) has no parallel and it is regarded as the symbol of unity between different states of Indian Union. Article 33 of our constitution also says that we should shun all provincial prejudices etc.
Still it doesn’t mean that DMG could be allowed to usurp the seats of provincial officials. Being an honest broker I can only say that: 1) IPSSF 1993 is absurd. At the level of grade 17 seats of DMG quota should be increased to 50 % and from grade 18 to 21, seats should be arranged according to the strength of officers (or +5% for Provincial Harmony). Remaining seats should be distributed between PMS officials. ( around 50%) 2) Devolution Plan 2001 should be scrapped & pre devolution plan should be enacted again 3) Non-APUG officials should not be allowed to usurp the seats of PMS (Condition is already met) 4) Mandatory stay condition should be abolished (Condition is already met) 5) In the case of 50% seat sharing formula, DMG officials should be given one step higher promotion as it is happening in NWFP and KP as a set off for this, PMS officials should provided with more horizontal field mobility. 6) PMS officials should also be given homes on merit cum need basis. (condition already met) As far as the case of Ahad Cheema is concerned, he is an exception. A number of DMG officials ranging from grade 21 to 17 are working under his command like Omar Rasool etc. it is all about “Sifarish”. I can quote you a lot of PCS officials that commanded senior DMG officials just because they had strong political backing. There is no end to this fight and I can say one thing that PMS has already taken a lot for DMG so it is not worthy to fight more. My father is a senior PCS officer (BPS 21), serving in Lahore, and according to him, DMG has lost its espirit de corps that was once its hallmark. It is better for both to join hands and solve all the problems through their good offices. DMG and PMS are both to stay.

Much of what you have said regarding DMG representing the federal government may be correct. However, some factual corrections are needed. You cannot compare DMG with IAS. DMG is certainly NOT a symbol of the federation like the IAS is for Indian Union. This is because in the Indian Administrative Service (IAS), recruitment not only takes place at the entrance level through competitive examination but also there is a fixed quota for outstanding provincial civil service officers to join IAS in higher grades as they progress through their careers. This results in IAS becoming a true representative of the Indian Union and takes care of the grievances of provincial officers. Although such practice took place in Pakistan until mid-50s, the elitist mindset of DMG (at that time known as CSP) resulted in reducing DMG to an elite club where everything stood decided at the time of entrance exam. Those who would get allocated to DMG/CSP even in their third attempt (while failing in the previous two) would always be better off and consider themselves as superior (in intelligence and everything else) to their counter-parts in other occupational groups who would qualify and get allocated in other service groups in their first attempt and chose not to repeat. Also provincial services were reduced to a subservient entity with systemic discrimination against them. After the 1973 reforms and growing consciousness amongst other service groups for their rights, the tables are now turning. For years, DMG officers have needlessly dominated the federal and provincial secretariat without any rhyme or reason and resisted any attempt at reform. Despite the higher number of officers recruited in PAAS and IRS each year, the DMG gets a lion's share of BS-22 seats in the Federal Secretariat. This situation is slowly changing. In the provinces, the PMS/PCS Officers have made a joint struggle for their rights and are close to a full victory (pending a final decision by the Supreme Court of Pakistan). What is the justification for having a Chairman FBR being usually from DMG when he has no clue about taxation system and similarly in the province of Punjab, the DG Excise & Taxation being an officer from DMG? The answer is that DMG Officers sitting in the Estab. Division and provincial S&GAD ensure that such plum posts are always manned by DMGs. Regarding point 5) and 6) of your post, again as I said in KP and Balochistan, DMG officers are posted one grade higher to encourage them to opt for those provinces. In Punjab where there is already tough competition and every DMG officer desirous of getting posted to Punjab, there is no justification for posting them one grade higher. It will only result in discriminating against PCS/PMS Officers. Ahad Cheema is not the only example. Mujahid Sherdil (BS-18) is working as DCO Sialkot (a BS-19 post) whereas several officers belonging to provincial cadre and otherwise senior to him in length of service although enjoying the same grade are working under him. Furthermore, Omar Rasool (DG-LDA) does not report to DCO Ahad Cheema. DCO has no jurisdiction over activities of LDA which is now an autonomous entity. In Punjab civil secretariat, various provincial secretaries/special secretaries belonging to DMG are in BS-19 whereas those posts are all BS-20 posts. So in case of DMG, there is not only sifaarish, there is also the inherent bias by S&GAD to favour DMG at the expense of provincial officers. Lastly, the condition regarding allotment of homes has not been met. Still DMG Officers are getting the homes alloted and retaining those homes even after repatriation to the Federal Govt which is ridiculous. Also the Civil Officers Mess continues to to be a no-go area for PCS/PMS Officers. Unless, DMGs get down from their high horse and start appreciating other occupational groups and provincial services as an integral part of the "steel-frame" that civil bureaucracy really is instead of reserving this description for only the DMG, the threat of their complete elimination as a federal group cannot be written-off. Dr. Ishrat Hussein had suggested a different role for the DMG as Pakistan Administrative Service (PAS) and creation of National Executive Service (NES) which would have representation from outstanding officers of all service groups and provincial services. I believe, if NES is ever created, that would be able to provide Pakistan with its equivalent of IAS and a true symbol of Pakistani Federation. |

As far as the chairmanship of FBR is concerned, officers from IRS and PCS should be given preference over all the officials belonging to other services but still competent officials of DMG & Secretariat groups could be posted as chairman FBR because it is an administrative cum technical position. But still I second you that IRS/PCS should be given preference in this regard with no place for political appointees like Abdullah Yousaf. My dear! Ahad Cheema writes the ACR of his senior DMG officials & it is all because of his strong political background and not because of his group. The source is given below: Senior officers acquiesce to junior head of city govt – The Express Tribune Mujahid Sheerdil is also posted as DCO because of his father A.Z.K Sherdil so is the case with remaining lucky dudes of both DMG and PMS. If DMG is not the symbol of federation then it should be one. In India, there is no parallel to IAS as there are no provincial services like that we have in Pakistan (PMS/PSS etc). DMG officers should be given preference because are selected after a tougher competition and it is of no doubt that DMG still represent the cream of the nation as most of the entrants choose DMG along with Police Service as their first preference. As far as the case of amenities is concerned, DMG should make room for all the other services. There were many loop holes in the concept of NES of Dr.Ishrat Hussain. His plan provided for the “Lateral Entry” at BPS 19 for the executives of private sector. This plan, if implemented, could play havoc with the civil service because it would open flood gates for lateral entries on the political consideration. So it was nothing less than a flawed concept. But still plan could be implemented after subtracting this lateral entry clause. My Dear! This is a never ending debate. The only solution of this problem is to create a unified administrative service for all the provinces at federal level like the erstwhile CSP (Civil Service of Pakistan based on the concept of ICS ) and all the incumbent officers of DMG/PMS(all provinces)/OMG should be absorbed in it whereas DMG, OMG & PMS groups should be dissolved for good. Anything long or short of this will create friction between different groups.

the terms of DMG won't b affected at all due to the rise of PMS b'cz the province and federation has devised since long a formula of number of vacancies for provincial services n all pak services in each grade.
the matter of postings is always engineered by officers themselves with their own abilities of having right connections...

Nop! The post of DCO Sialkot was never a BPS 21 post. Only there were four BPS 21 posts in Punjab and those were in Lahore, Fasilabad, Multan & D.G.Khan. Even these posts are now downgraded to BPS 20 so resultantly the post of DCO Sialkot is of BPS 19. That is not all, the post of DPOs have also been downgraded to BPS 18 so good news for PSP lovers like you.
