Default Future of dmg in punjab after the rise of pms

What would be fhe future of DMG after the abolition of PMS's "Condition of Mandatory Stay in a Grade" ?
I think DMG is doomed ? What do you folks think ?

Yes. It is curtains for DMG domination in Punjab. Though it will remain a good group, it will now be challenged by PMS in Punjab for supremacy as is presently the case in other provinces. Had the big-wigs of DMG accepted Dr. Ishrat Hussain's plans for creation of Pakistan Administrative Service and an elite National Executive Service (NES) cadre, they could have escaped their present predicament. Unfortunately, people are always resistant to change, especially when the change initially appears to be hurting their self-interest. We saw this when Customs officers resisted the creation of Pakistan Revenue Service leading ultimately to the creation of IRS and a much reduced PCS.

Default One Grade Higher

That's true but DMG officers are given one grade higher than PMS officers in KP and balochistan. I think DMG is more powerful in other provinces than in Punjab and Sindh. In KP and Balochistan, they are appointed DCO just after 5 years of service whereas it takes 12 years for a DMG officer in Punjab to be appointed as DCO.

Although "Condition of Mandatory Stay in a Grade" has been reduced for Grade 18 and 19. But the main problem lies for the Grade 17 officers who have to wait for atleast 18 years before they get promoted to Grade 18. Now this is a great set-back.

18 years???
Are you sure that it will take 18 years to get promoted to 18th grade now?

LAHORE, Jan 18: The mandatory stay in each grade required for promotion of provincial services officers to the next higher grade has been abolished, allowing them to climb the service ladder on the basis of federal government’s formula of the total length of service.
The mandatory stay was provided in the Punjab Management Service Rules 2004 which have been amended on the demand of the Punjab Management Service Association.

There are 1,000 officers of the provincial services in Punjab and a majority of them (particularly in BS-17 and 18) are going to get quick promotions to the higher grades because of the landmark decision.

The association is getting its demands accepted through negotiations with a two-member government team comprising secretaries of the services and regula tions department. The team was deputed by a cabinet committee under Sirdar Zulfiqar Khosa last week for the purpose.

Sources told Dawn on Tuesday that from now onwards the length of total service of all provincial services officers in BS-17 and above would be considered for their promotion to the next higher grade on the pattern of the mechanism being adopted by the federal government.

Nevertheless, the quantification system of the federal government which is mandatory for promotion to the higher grades would be applied in Punjab after March 31. The quantification system has been provided in the new promotion policy announced by the Punjab government a few months ago but this has now been postponed till March 31 on the demand of the association.

According to the association office-bearers, provincial services officers were required to spend major part of their service in BS-17 before qualifying for promotion to BS-18, which was an injustice. Now, they would qualify for promotion to BS-18 after five years of service. Twelve years of service would make them eligible for promotion to BS19, and 17 years to BS-20 Under the quantification system, which has been postponed till March 31, officers are promoted to the next higher grade provided they also obtain qualifying marks (nearly 70 per cent) from annual confidential reports and training in addition to fulfilling the requirement of the total length of service.

does it mean that now there is no difference between a dmg ofiicer from css and pms other then that that of a tag of csp?

It seems so that there would be no difference between DMG and PMS officers in Punjab. It would be an injustice to DMG officers because they are already appointed on 17th grade in Punjab whereas their counterparts in KP & Balochistan, are given 18th grade.
I request all the senior members specially the DMG ones to throw light on this grave predicament.

Default future of DMG after the rise of PMS...... some facts

PMS is,without any doubt a rising service rather PMS is the future service of punjab..........PCS(now renamed PMS Association) has been fighting tooth and nail for the rights of provincial service officers and i would like to share some of the achievements and u ll be able to analyse for urself PMS officers standing.
1)S&GAD has , for the first time, notified Encaderisation of seats in all grades making distribution of seats b/w DMG and PMS clear and now DMG wont be able to maneuver...... and as a consequence of this exercise 230seats have been added in BS 18 only for the PMS officers resultantly brightening their promotion propects....... now PMS officers wud be promoted max after 7 years of service not 18 long years....
2)PMS1&2 officers have been posted as DDO(R)just after 3 years of service like DMGs. PCS officers used to be posted as AC now redesignated as DDO(R) after 17 years...... so a big change.
3)PCS officers were rarely sent to training institutions like NIPA and Pakistan Administrative Staff College but this year 27 officers of PMS r being sent to NIPA which is unprecedented.
4)All non APUG officers(ex-cadre) are being sent from Punjab to the Federal Govt and it was core demand of PMS Association.....
5)PMS officers from all the four provinces have filed constitutional petitions in Supreme Court of pakistan and Petitions have been taken up by Chief Justice.PMS have hired the services of renowned constitutional lawyers like Abid Hussian Manto,Chief Justice(R) Mian Allah Nawaz,Anwar MAnsoor,ex Attorny General etc......
Keeping in view, brief facts ,u can analysePMS vis-a-vis all other services....
