The reason why I think this "POLICY" would not be implemented on PSP or DMG is because of the nature of their jobs. They have to be on their toes 24x7. Taking away transport facility from them would mean hindering their modus operandi.

Further, in past we have such precedents. PM Junejo implemented such a policy where Secretaries were allowed 800CC cars only. Not long after Junejo got out of his seat did the Bureaucracy bring back the previous system to their own good. You may envisage that this policy would have a similar future.

koi to reply kr do k provinces ma bhe ye law implement hua ha k nae, kis ne thread start ki ha wo khud bhe gaib ho gya. irequest seniors to answer whether its only in ISLAMABAD or all the provinces??? bcoz in the provinces we i also has'nt heard about this.

DIRECTS FOR STRICT IMPLEMENTATION OF MONETIZATION POLICY.

DECIDES TO CONDUCT RANDOM CHECKING TO PROCEED AGAINST DEFAULTING OFFICERS

Islamabad; May 2, 2012: Nadeem Afzal Gondal, Chairman PAC has directed Public Account Committee (PAC) Secretariat to seek report from all the Principal Accounting Officers of Ministries/Heads of Attached Department/Autonomous Bodies regarding implementation of all aspects of rules/policy for “Compulsory Monetization of Transport Facility for Civil Servants in BS- 20 to BS-22” by 10th May, 2012. He has also directed that all the PAOs should ensure strict implementation of the Monetization Policy within their respective Ministries/departments. On the basis of the information provided by the PAOs and Heads of Attached Departments/Autonomous Bodies, PAC would conduct random checking to proceed against defaulting officers.

The directions issued to Principal Accounting Officers of Ministries/Heads of Attached Department/Autonomous Bodies vide letter No. No. F.1(5)/2011-A.S.(PAC) dated 30th April, 2012 is attached.

Subject: RULES/POLICY FOR MONETIZATION OF TRANSPORT FACILITY FOR CIVIL SERVANTS (BS-20-22).

The Cabinet Division vide its letter No. 6/7/2011-CPC Islamabad the 12th December, 2011 informed all the Federal Secretaries/Additional Secretaries In-charge of the Ministries/Divisions that Federal Government has approved the “Compulsory Monetization of Transport Facility for Civil Servants in BS-20 to BS-22” to be implemented from 1st January, 2012 subject to fulfillment of certain parameters of the Policy, which were duly annexed. According to the said letter the basic objective of the Transport Monetization Policy was to ensure austerity measures and to eliminate any possibility of misuse of official vehicles, as well as, to restrict the maintenance expenditure of the vehicles to the bare minimum.

It was therefore, decided that implementation of this policy will be strictly adhered by all Ministries/Divisions/Attached Departments and Sub-ordinate offices and its overall compliance as per defined parameters shall be the responsibility of all Principal Accounting Officers by obtaining Certificates from each of the entitled officer in BS-20 to Bs-22 including himself/herself that he/she is not in possession or in use of any project vehicle of the department operational/general duty vehicle, as well as, any vehicle of an organization or body corporate in his/her ex-officio capacity as member of itsBoard, except the only vehicle allocated to him/her through the Monetization Transport Policy.

The Monetization Transport Policy also stated that the Principal Accounting Officers will also render a Certificate on the above lines ensuring that all the entitled officers in Bs-20 to BS-22, working under him/her are not using any project vehicle or departmental operational/general duty vehicle or any other vehicle of an organization of body corporate in his/her ex-officio capacity. It was also envisaged that the vehicles which will become surplus due to enforcement of this policy shall be surrendered to the Cabinet Division’s Central Pool of Cars, immediately.

Secretaries/Principal Accounting Officers (PAOs) are required to furnish complete reports pertaining to their Ministries/Divisions regarding all aspects of implementation of above mentioned policy and rules made there under. Heads of Corporations, Autonomous/Semi Autonomous Bodies/Attached Departments working under the administrative control of Ministries/Divisions are also directed not to violate the policy by providing vehicles to any officer of the Ministries/Divisions, on any pretext what so ever, and if already provided, may be withdrawn forthwith and expenditure incurred on POL so far may be recovered from the salaries of concerned officers to avoid formal proceedings by the Chairman, PAC.

It has therefore been decided by the Chairman for providing following information on priority basis to the PAC Secretariat of the National Assembly.

i. Division wise number of vehicles sold off to entitled officers.
ii. Number of vehicles currently available with Ministries/Divisions and their Attached Departments,Corporation etc alongwith their respective allocations.
iii. Confirmation whether the officers and PAOs have submitted the certificates required under monetization policy.
iv. Details of project vehicles under use of entitled officers in Ministries/Divisions who are drawing allowance.
v. Cases of misuse of monetization policy (drawing of allowance and at the same time using Government vehicle), brought to the notice of Cabinet Division so far.

The above mentioned information is required to know whether the new transport policy is being implemented in letter and spirit or not.

The above information may be provided, in an annotated form, to the PAC Secretariat immediately but not later than 10th May, 2012 for placing before the new Chairman PAC. On the basis of information provided the Chairman, PAC may like to conduct random checking to proceed against the defaulting officers.

The policies of Federal Government are not applicable to Provincial Governments unless the later want it to be implemented voluntarily. Transport Monetization Policy is a Federal Government's Policy.

Pucha to shayad galat na ho magar ye behs-e-lahaasil hai jiska maqsad apke civil services join krne k maqsad ka ghumaaz hai.
