Issues with PAS and its expected future?
Hello Seniors and my Fellows,
Yesterday, I met a PMS Officer and an Assistant Director Land Records who said that PMS officers have filed a petition against PAS for its due share in provinces. He added that OMG Officers are also asking for their due share in Secretariat and other services. I knew these things are going on but what budged me the most was something told by AD Land Records. He said Revenue Powers are expected to be transferred from AC's to these AD's. Although it was a hard pill to swallow, but I still thought to share my discussion with you all and confirm whether there is any truth in these claims or is this just rumor mongering. In case if this is true, what would be the expected future of this elite and perhaps, one of the most desired, Pakistan Administrative Service??? |

And you so easily believed what they said?PMS association is in litigation since 1990's many times..no result has come out..How can anyone weaken an All-Pakistan Service which is protected by the Constitution..A service created to provide personnel for key decision making posts from a subdivision to the national level..Those who envisaged the civil service made All Pakistan Services to maintain vital linkages and homogeneity between Federating and Administrative units of Pakistan...same with Secretariat service..Land record computerization started in 1981-82..not even 10% computerization has taken place..AD's were hired for the computerization process..At the end of computerization process(the end that is not going to come for atleast another 100 years),fresh recruitment is meant to be stopped..The Revenue staff arrangement of present provides government with street level bureaucracy in shape of Patwaris and Qanungos,which is an essential and most basic link in governance and administration..you think any Government will risk experimenting with a time tested and long standing system which even your great neighbour India doesn't dare tamper with?we have been hearing these things for umpteen number of years and for the umpteenth time...Believe me,you'll hear 1000s of rumours during the course of your service which would never materialize..Some things are not meant to change..if they were,they would have changed years ago..So new entrants..take a chill pill..some things and some posts are not meant to be diminished and made irrelevant...the essential framework of governance and administration stands on them..People at the upper echelons of power have learnt that imprudent and hastily managed experiments have done more harm than good.
p.s: DC's and AC's are 'COLLECTORS' of their respective jurisdictions..protected by Land Revenue Act..By virtue of this act and many others,all revenue powers are vested in Sub-divisional Collector(AC1),District Collector(DC/DCO) and Commissioners..PAS officer se bhi mil lain bro hear our side of the story as well then decide
