Provincial services will be given quota in PAS
ISLAMABAD: The federal government on Monday decided to amend the 40-year-old practice in the management of services allowing greater representation to the provinces in the federal government.
The Establishment Division notified that the officers of the ‘Provincial Civil Service (PCS) shall not be liable to serve outside their parent province and the federal government.’ However, the provincial services will be given quota in the Pakistan Administrative Service (formerly DMG) to ensure the participation of the provincial federating cadre and giving them the opportunity to get encadred in the all Pakistan service. The move has implemented the 1993 inter-provincial agreement as all provincial service officers having served in grade 18 for five years will be eligible for induction in PAS 19 position against 30 per cent quota for them. The federal government has also approved the induction of 20 armed forces officers from Balochistan in PAS to ensure an enhanced representation of the province in all the Pakistan administrative cadre. The government has en-cadred the posts of PAS on the direction of the Supreme Court and enhanced the representation of all oher services in the federal secretariat in addition to their own cadre strength. As a result, 59 vacancies in grade 19 and 20 of Inland Revenue Service and 54 vacancies in the Pakistan Customs Service have been created, 35 seats of senior joint secretaries en-cadered - two-third for Secretariat Group and one-third for other service groups - minus PAS; 15 additional secretaries en-cadered - one-third for the secretariat and two-third for the remaining occupational groups - minus PAS. http://www.dawn.com/news/1086239 |

I guess now there would be more seats in provincial services.A case related to seat ratio between PMS and PAS was also in the court.It might happenthat such amendment has come in the light of decision of the apex court regarding the matter between PMS and PAS

This decision of the govt to induct P.M.S officers is aimed at providing opportunity to such persons who failed to qualify the CSS examination. If P.M.S officers are to be inducted into the P.A.S, it does not make any sense for CSS exam to continue to be conducted. What govt needs to do is to induct iinto P.M.S such persons as qualified CSS examination, but could not get selected as they fell prey to quota-based recruitment policy. It would not be illogical to demand that the priority for induction into P.A.S be given to such officers in provincial services as qualified css exam but not allocated as a result of quota-based recruitment policy that is in vogue in Pakistan. Many qualifiers from Punjab cannot get selected every year despite having higher positions than the selectees from other provinces. The injustice that is done to the Punjabi qualifiers of CSS exam need to be redressed by inducting them into P.M.S or by inducting them into P.A.S if they are already serving in grade-18 in Punjab. It makes no sense to induct into P.A.S such P.M.S officers who failed to pass CSS exam, let alone having the required position on the merit list of CSS qualifiers for becoming a P.A.S officer. What makes sense is that a policy be formulated for induction into P.A.S of such CSS- qualified but non-allocated persons who are working in grade-18 in any provincial department.

it is very auspicious move. each province now can get equal representation in federal administration bureau. it will , definitely, remove the sense of deprivation of the provinces in federal administration. it is very constructive move and it will enhance feeling of parity in the administrative activities. no one will feel inferiority due to less presentation in the federal cadre.

For becoming an officer in the federal bureaucracy, one must qualify the css exam. If such persons as don't have the ability to qualify css exam are to be inducted, it will definitely lead to favouritism and nepotism. However, if a province has less representation in the federal bureaucracy, the provincial officers from such province should be given the opportunity to become part of the federal bureaucracy. But such policy is not justified for the province of punjab where the number of css qualifiers is far more than the number of vacancies available in federal services. As a result, a lot of CSS qualifiers from punjab province remain unemployed. Despite the fact that a lot of css qualifiers are available for filling up the vacancies in the provincial departments in the punjab, a separate exam called P.M.S exam is conducted. What is the justification for holding a separate exam when the qualifiers of a higher exam, i.e., CSS exam, are available? In view of this injustice which is done to CSS qualifiers from Punjab, it is high time that the css qualifiers from Punjab be offered jobs in P.M.S cadre. It also makes no sense to offer P.A.S posts to such P.M.S officers in Punjab who could not qualify the CSS exam. Rather, the non-allocatee CSS qualifiers who are working in grade-18 in any provincial department need to be given preference for induction into P.A.S over such P.M.S officers who failed to qualify the CSS exam.

There is already quota system for each province in CSS...candidates from other provinces who get less marks than many candidates of punjab are allocated because there is a quota system for each province...so representation of all provinces is already there in all CSS occupational groups..
Pakistan is already suffering because of quota system and now government is trying to induct such persons who have no aptitude for central superior services
