Default Will my previous service in BPS-17 be counted for promotion?

Kindly answer ONLY if you have confirm information as it is important!

If a person serves for 2 years as a BPS-17 Medical Officer in the Provincial Health Dept selected via the Provincial public service commission and then subsequently gets selected as PAS officer after applying THROUGH PROPER CHANNEL, will the 2 years be counted in the new service for the purpose of promotion to BPS-18 from BPS-17? ...in short, will my previous service be counted for promotion purposes?

Brother, as far as your question is concerned, no service anywhere in Pakistan (including yours as a Medical Officer) is counted towards promotion in BS-18 in any CSS group.
Just to inform, the only venue to this end of getting service calculated for promotion in higher grades is SO Exam for those who have been serving in FPSC designated departments for 8 years in grades BS-11 to BS-16.
Moreover, you can definitely have the benefit of pay protection, that is also only if you have appeared through proper channel. Hope that helps.

Why your years of service should even be counted? Don't you know the work you do as a Medical Officer is different than the one who does as a PAS officer or even an officer belongs to an other occupational group of CSS. What made you even think of coming up with such a question?

You are all misleading the poor chap. If he is serving in any provincial / federal government department and holding regular / temporary appointment in BS-17 AND he has submitted DPC (Annex-E form available on FPSC website) duly filled and signed by the competent authority, then his prioir service WILL be counted and he will also get pay protection. The only point worth noting is that while length of service will be added to new appointment in PAS, but he will only be considered for promotion to BS-18 AFTER his seniors have been considered for promotion (so as to ensure that there is no violation of 'inter-se' seniority).

The difference will be that fresh appointees will be promoted after 5 years of service in PAS whereas his length of service in BS-17 will be, for example, 7 years (2 years in medicine and 5 years in PAS). Assume hypothetically that many people above him resign for some reason, it s possible that he could be considered for promotion to BS-18 before completion of 5 years of service in PAS. This is because to be eligible for promotion to BS-18, one needs 5 years of continuous government service in BS-17 and that experience can be from any department. Hope that clarifies the issue and helps other aspirants to understand how the civil service works.

In short, the answer to your question is YES, your prior service will be considered for promotion provided there is no violation of inter-se seniority.

AoA: Friends my Question is pertaining to the issue of seniority of officer after absorption in Federal Government Department in consequence of devolution of Federal ministerial department Population welfare. He Is inducted In government service in 2006 in population welfare after devolution he was in 2010 joined Federal Government Department and after approval of absorption in department he secured seniority from 2006 instead of from the day of absorption in new department. He damaged my seniority is it fare ???

This seems to be irregular. You should speak to a lawyer who specializes in service matters. He can only get seniority from date of absorption and that too at the bottom of the seniority list in his BPS. You may consider suing him / your department for illegally harming your career prospects.

Default Contract employment can be considered for promotion?

I have a related question even though a bit silly.
I worked in Federal Government organization for 6 years on contact basis with a position in BPS-17.
Then joined KP provincial organization (without through proper channel) on contract bases in pbs-17 which later regularized.
Is there any way that my previous experience be counted for experience or pay protection?

For the previous service, if applied through proper channel may get you pay protections and other service benefits but in any case seniority will never be affected no matter what. So no service in one department counts for seniority in other.
