Default Home Station Posting

I have heard that PAAS is the only group in css where one can get posted at home station right from the beginning. Is this true? Need help from seniors. Thanks

No.I know POSTG,PCS and RCTG officials who got their first posting at their home stations.Technically speaking, all groups except the APUG(DMG and PSP) can get postings at home stations in the beginning.

Thanks.
If someone gets posted at his home station, can he stay in his province throughout his career or at least once he has to go to some other province?
