Abid Khan you should join PAAS on lien. In CTP and STP you will be in better position to judge your choice whether to continue PAAS or repatriate as Section Officer. If you have no option of lien than I'll suggest you to join PAAS.

PAAS is way better den S.O of any provincial service
consider following things before making any decision
-more exposure
-more horizontal n vertical mobility
-more chances of deputation in provincial govts as well as other govt institutions such as nlc ,ogra ,steelmills, eobi, tcp nha ,hospitals ,unis etc
-larger horizon of work (national)where as pcs limits u to province only
-more recognition and respect den s.o
-can also be posted in embassies abroad n go for foreign audit n uno etc
-faster promotions second to dmg only
and many more things
