AOA Everyone

Im a 15 year old male. Im doing my a levels and am in the second year with business type subjects. I visit this forum ALOT since iI want to become a CSP officer and since this forum has members that are CSPs themseleves and so many learned and senior people, i fell there is noone better to consult and ask for advice. I want to join the PSP to be exact after clearing my CSS.

I have a few queries:

1) Since i want to join the PSP, i wanted to ask that should i view the CSS examination as my ultimate goal and start working toward it from now on to ensure success. By this i mean that should i choose my CSS optional subjects NOW and work towards and prepare them now my opting them in my bachelors (for example poltical science) so that i master them and thus succeed in my CSS

2) My father and a few other people have advised me to forget about the CSS exam and continue with my studies and study solid subjects and gain solid degrees so that incase i dont make it as a CSP officer, i have a failsafe. And also that mature and aged persons who have studied further in any field of education (have a masters degree) have a higher chance of making it as a CSP officer. Is this true?

I feel if i work on those subjects which i choose in my exam. Do my bachealors in them (for example political science) and appear for my CSS JUST AFTER my bachealors i have a chance of making it. I want to joing as early on as possible so i can be as successful as possible.

Which strategy should i adopt? Study and then become a CSP officer or do it early on because my goal in either case is to give my CSS exams.

3) Just incase i plan to do my studies and then get a paying job and THEN stuy for my CSS in the evenings, wouldnt it be too hectic and the chances of success decrease?

4) Does the FPSC view previous educational records and do they matter in the election as a CSP officer?

5) I have seen alot of government officals hiding their assets/businesses/other sources of income from the government to avoid some sort of persecution/taxes by starting the busniesses/buying them on another person's name. Please explain in detail as to why to practice takes place and is so widepsread and that can a CSP officer do a side business without giving it up half of it to the government to earn something decent?

5) Lastly, i wanted to ask about the future of the beaurecrats. All the unstability, reforms, ammendments and resoultions passed. As in the powers of the DMG officers were stripped and they are nothing compared to their former glory. And i also read that Pervez Musharaf decided to post each ASP to one thana thus reducing their powers to those of mere SHOs. Even though they refused and this didnot happen. So i wanted to ask if the future seems bleak.

Future of CSPs
 
Dear Thank you for liking this forum,infact this forum is made for the upcoming young people like you. By answering your questions i would make the following comments

I would recommend you to go for MBA ( From a reputable University), This will not only ensure good marks in CSS for you but even if you fail you can start your own career in a properous way.

The reduction of the area of an ASP in no more there, this proposal is gone now forever with the departure of Mr Musharaf.

Old DMG system is being restored, infact Divisional Commissioners have been restored in Rawalpindi,Gujranwala,Lahore,D.G.Khan,Bahawalpur,Sargodha,Multan & Faisalbad. Moreover powers of AC, DC and Commissioners are also going to be restored shortly. so future of CSPs is Alhamdillah bright.

Talking about the side businesses of bureaucrats, it is a good practice i guess, because by doing so they earn enough money which stops them to indulge in bribery sort of things, doing side business is'nt prohibited during service, you are just NOT allowed to run any business in your own name, if your brother,son,spouse or parents are running your business for you, its ok with authorities.

talking about the groups.. DMG, PSP and Foreign Service have tremendous future, others also have a lot attractions.

For the time beng you should only focus on your A-Level,then BBA and then MBA. after that you can opt for Accouts & Audit (200 marks) or Business Masnagmenent (100 marks) or even Economics (200 marks) {you can choose only 200 marks from business subjects e.g accoubts,b.management,economics & Public admin}, Mercantile Law (100 marks) ...etc

and the fact that IF i were to study with my CSS as my goal, would i even need to get an mba and study further? And ill be one young bearuecrat. Doesnt that count for anything?

Also that one person advised me to do a law degree after my a levels and try to becoe a civil judge. I was told a civil judge is of BS-17 like an ASP but has powers, perks and priveleges far more superiors to the ASP like protocol, cars, hosuing.

I know a judge can try an ASP but not the other way around.

And also that which of them is more respected and resourcefuk to the people

Wow you are 15 year old and in 2nd year of A levels.. hmm means you have qualified 'O' levels merely at the age of 13.. [U]bravo dude [/U].....

- Rightly advised by tahira, you may complete your BBA and MBA before preparing for css and in case of no selection you would have an option to pursue your career on basis of MBA... brother

- Yes you can study for css at evening, though it is hectic but it is possible. hmmmm work [hard + determination] along with doing job wont disqualify you for css.. ...

- both ASP and Civil Judge have their own pricks and privileges, it depends upon you whether you wana join judiciary or bureaucracy.

Dear You can Continue your preparation for CSS in the evening, just like i did...i was doing CA when i started and ended my preparation...i prepared for just 5 months (I know One would'nt believe). But if one has the determination, no hectic routines can stop his way to success


Your previous educational background will not be considered much, because your Written exam is the ample judge of your acedemic ability. Having a degree at hand prevents you from being exploited during the period when result is not announced and after the result if you are not sellected (Khuda Nakhasta)

Judiciary & bureaucracy are two far apart fields...well dear you can do law but one ca'nt guarentee you that you'll earn enough for you if you are'nt selected as a Civil Judge or an ASp...By advising you Mba (from IBA, LUMS,FAST,SZBATS,PU,COMSATS etc) You can have a good career,plus you will get a competititve edge in CSS exams over others which u ca'nt get in Law subjects, as they are more practical subjects than Commerce subjects...which means,the chances of losing marks in Law subjects are higher.

Frankly speeking Civil judges do'nt enjoy same perks as bureacrats...who is well respected in our society? a Civil Judge or an ASP? or any other CSP officer? Judiciarty is enjoying its golden era now a days but it would'nt last long because Independence of Judiciary does'nt mean that Judges should be left on theor own....!!!!

I recommend you to do MBA first and then do CSS...!!!

I have also heard from some people that influence (sifarish) plays a vital role in one form or another in the selection. May it be during the interview, checking or whatever. Is this true?

How much does and has the pattern of CSS changed over the years?

And lastly Mr. ASP. Thank you, I have found your advice very valuable. Since you were in the same field as I am (business) would you mind telling me what use has your CA degree given you during your career in the PSP. Apart from providing income for the months in between and the person being viewed as an educated person, in my view there is hardly any difference between a bachelor holding CSP and a well educated one? I dont think this affects promotions or transfer in any way.

I would also like you to divluge a bit and tell me about your experince befoe, during and after the exam. And the PSP since I plan for that.

Well...during job and for getting departmental promotions the degrees like MBA and CA does'nt matter much but such degrees always give you a professional security.

Now while doing civil service i constantly advise my elder brothers who are involved in our family business. Moreover after age of 60 i can easily join a CA firm or any business entity as a consultant at a huge salary package, even if at any stage of my CSP career i find it difficult to manage my limited salary, i can always resign and start a private job,which i cannot be professionally blackmailed.

There are so many other reasons....You just feel yourself professionally secured...earn respect among your colleages...You have better earning options (Side Businesses Like Stock Investment, Fund Management & Porfolio Management)

Dear Tahir, at 60 u will hav experience of PSP only. How can u expect employer to offer you [B]huge salary package[/B] and prefer u over young professionals(who can work for 20-30 yrs)?

As u may know in chartered accountancy, experience in the relevant field matters more than the age and degree.
U may not be able to get [B]huge salary package[/B] at 60 untill u have requisite experience of consultancy and changing IAS and other ethical standards. U need to be in touch with these developments over the time throughout your job since the new regulations r so frequent now.So u would not be able to get [B]huge salary package [/B] only on the basis of CA inter degree. And if i m not wrong u r CA inter (hav not taken professional modules), however ur MBA degree can help u bt if u hv relevant experience only.
I f u resign and start ur professional career again, it would take around 4-5 years to get handsome salary package.

But this financial insight can definitely help u in doing ur business like capital markets, debt financing etc.

@ tahir; oh i.c. regret it brother, it really sounded tahira to me. any how you may request the admins for csp medal.

@ osmaan; rightly advised by fellows, osmaan you should complete your MBA prior to running for css. you may complete A levels at the age of 16 or maximam at age of 17 then 2 year regular bachelor thn 2 year MBA. or after A level you can pursue for 4 years BBA, which is equivalent to 16 years schooling, mean you would be 21 year old, which is the minimum age for sitting in css.

as regards preparation, one can prepare in minimum time with sheer determination and hard work. so far as i m concerned, i never studied for css more than 2 months at a stretch and i easily scored 647.. i was unable to study as my job didnt allow me to study for it. but one should study for at least 6 months for a good result.

another thing, high pays do not commensurate with the pricks and privileges of being a CSP.

@ omer; ... brother it is not compulsory to get retire at the superannuation age (60 years), one can get retirement after service of 25 years.. perhaps one cannot be able to get some professional job but one can easily secure good administrative job in any good organization
