Default PSP vs DMG

It is undisputed fact that both PSP and DMG are matchless groups. These both goups are the indispensable parts of the district administration.However, the views as to which group is more career oriented, comfortable,looked- at- with honour and offering facilities, vary from person to person. I would like to open this thread for the candidates in order to share their views about PSP and DMG. It is requested to post informative pieces of knowledge here than just throwing straws in the air...

Many people have different interests. Hence some like DMG while some PSP.Prima facie, Police man might seem to be just a security Guard. However, The real Power and Adventure lie with PSP.

1. DMG is a good service too. But its Colonial legacy. Excepting Pakistan, India, Bangladesh and some other ex-colonies of the British, DMG is not found in any other country.Even In USA , no DMG like service exists. On the contrary, Police is found all over the world.

2. Police Uniform is a symbol of State. It rather represents the write of the state. DMG might be good too.DMG has got no Uniform.

3. DMG might be lucratic. But policing is all about sacrifice and Honor. Those who can lay down their life in the line of duty, are the real Heroes..

4. The Local Government system might clip the DMG's Power. But given the War on terror and wide-spread Insecurity, Police will go up and up in its importance.

5. Politicians can exploit DMGians easily. But they will think twice to do the same with Police Officer.


I have expressed my individual opinion. You may disagree. DMG is a supreb group as well. It has a lot of vertical and horizontal mobility. But sao sunar ki Ek Lohar ki. Police wields Power. It is the POWER that speaks.

Default DMG a.k.a PAS seems to lose its charm due to stronger democracy.

In my opinion, the scenario is rapidly changing. Pakistan is now moving towards being a stronger democracy and it's becoming quite hard for dictatorship to prevail in today's era when people have realized the pros of democracy over dictatorship. Democracy is going to rule the state in the coming decades. The 2nd consecutive democratic rule is going to end in 2018 and the next has even more chances to prevail and so on.

Now implementing this democratic dominance over this question, the stronger democracy gets, the stronger local elected bodies become. So I believe this might affect the PAS cadre in some way in the coming years. Secondly, PMS is also at war with PAS these days. Whereas Police stands at its authority and place no matter what happens. That's just my perspective. Disagreement welcomed.

If democracy is strong then institutions will be strong and there will be stronger check and balance system. All civil services will do their proper jobs as defined by the state and there will be less political interference. PAS or PSP is not about ruling the people it is about serving the people and a strong democracy will insure that in all of the CSS groups.

Yes agreed. It's not about ruling the people and that is what I meant. If you really run the institutions and democracy as per the rules then the local government has authority over PAS. So, if democracy is strengthened, PAS's interference in administration would be limited rather it would become a coordination body instead of an administration one. In short, according to papers, actual administration belongs to mayor instead of a Deputy Commissioner. Yes, in most parts of the country, DC's administrate the district; why? Because local bodies are not mature yet. As soon as that maturity approaches, Mayors, chairmen and Nazims would become the real administrators as they should be (per rules).

Similarly, on national level, once our politics become mature, no institution or establishment would consider it wise to interfere in internal affairs. That day, Prime Minister would become the real chief executive of the country and an MNA (or MPA and mayor at local level) would be the real representatives of the people. And I hope we are gradually entering that phase when elected members would be the real administrators and institutions would be the real coordinators as per real democratic norms and rules.

Yeah you are correct in saying that powers of PAS will be reduced if there is a proper local government setup. But again that stage is still not in sight because the people who get elected in the local government although have a lot of experience in campaigning for votes but they don't know how to govern or administer. They rely heavily on the DC office for that, and as long as we don't have trained people in the local government the power of DC office will remain intact. But again as I have said that one should not consider going in to a particular CSS group for power or privileges. We are meant to be servants not rulers of the people.
