Well, i don't know what should be the answer to your question, because the top brass of the FIA is from PSP.
PSP officers are posted in FIA, IB, Special Branch, CID, and even ISI. So, FIA comes under the are auspicious of PSP officers, and there is no point in this comparison.

Yes I agree partially that FIA's Asst. Director is more Powerful then PSP's SPO Same Grade BS-17, FIA's Officer work in a solo dimensions and are the most skilled in Scientific Investigations, while He work could arrest even PSP's DMG's mostly they were on assignment such as, last month during Ramdan Jung and The News publish a news that Custom Officers were arrest on the behalf of taking bribe at Karachi Air Port, were arrest by Asst. Director FIA, where as they have no uniform that's mean they works undercover of civil dresses, They have the most advance training of Pakistan from FIA Training Center, of various subjects such as Forensics, Cyber Crime Fighting, Biometric Identification and many where as one SPO know good enough about Police Manuals where as nothing about Scientific Investigation, Investigation under SPO is done usually by ASI. Where as PSP Officers get more Promotions then FIA's BPS 17 Officer, More Accommodations and Privileges such as Car, House and Magisterial Staff then FIA BPS 17 Officer. While there is no Deputation allowed from FIA to PSP, where as PSP could be Reassigned as Deputation Officer at FIA. FIA Officers are like Kings without Crown.

FIA is generally headed by a senior police officer and usually police officer are on deputation in FIA. Both have different domains, and Umar has rightly elaborated "Every dog has his day!" .

if a person can make a regional police officer(D.I.G) be fooled by the using of FIA name than u can better asses which agency or organization is better and superior.

All senior officers(DG,add. DG,Director) of FIA belongs to PSP.What i know is that PSPs prefer to get field positions in POlice rather tahn being posted in FIA.Reason:i dont know

Saleeqa Batool has rightly said that those who have choice prefer field postings over FIA.
Some possible reasons behind this could be that in field postings, you are in the center of limelight, you have lot of public dealings, lot of contacts, lot of personnel at your disposal, and you are actually at the helm of affairs.
Whereas the somewhat covert nature of intelligence agencies, makes them the second choice.
