Default Police Service of Pakistan

The Police Service of Pakistan (PSP) is one of the All Pakistan Services of the Government of Pakistan; other being the District Management Group (DMG). In 1948, a year after Pakistan gained independence from Britain, the Imperial Police (IP) was replaced by the Police Service of Pakistan. The PSP is not a law enforcement agency in its own right; rather it is the body to which all Senior Police Officers belong regardless of the agency for whom they work.

Introduction


The PSP is staffed by police officers selected through the Federal Public Service Commission. Entry is at the level of Assistant Superintendent of Police.

Under the Police Act of 1861, the police had many responsibilities. But with the enforcement of Police Order 2002, it has been given a leadership role along with a lot more responsibilities and accountabilities. Every new posting is a challenge, and it is a never-ending war against crime, social evils and everyday problems of the people residing in a particular area. The local representatives, i.e., Town Nazims, Union Council Nazims and Councilors at the grassroots level, are the eyes and ears of the police. They give the information and guidance to serve the people in a better way. Their assistance and coordination are essentially important for the success of an area police.

With the separation of investigation and prosecution, along with accountability through the local representatives, the police is heading towards specialization and professionalism. It has time and energy to do its assigned task, be a part of the community and respond to the needs of the people. The Annual Policing Plan which sets the targets is required to be approved by the local representatives. Responsibility and accountability are, therefore, integrated in this check and balance system. It also signifies that the era of rulers and the ruled as over.

The local government system, along with Police Order 2002, has given the police pride and respect. Instead of an instrument of the State power, the police is now merged with the community to bring peace and prosperity to the nation as a whole. And the local population has responded very positively to this system. Their cooperation with the police is encouraging. Their assistance in the construction of police stations, hospitals, clinics, schools, industrial homes etc for the welfare of the police and the public, and the initiative to establish Medical Camps through voluntary donations of medicines, food items and medical services in disease and flood-affected areas under the umbrella of the police, are manifestations of some of the local population's support and assistance PSP is a complete way of life dedicated to the people.

Examination and training

To serve in the PSP one has to pass the Central Superior Services Examination or be elevated from the provincial cadre, which is conducted by the Federal Public Service Commission, every year. This examination is a common examination conducted for selection to the Central Superior Services.

After being selected into the Central Superior Services and consequent upon being allocated to the PSP on the basis of a high merit, the Probationary Assistant Superintendents of Police are required to go nine month Common Training Programme at the Civil Services Academy Lahore. After the conclusion of the Common Training, the Probationary Assistant Superintendents of Police are allocated to the Province of their choice other than their home province. After reporting to the Inspector General of Police of the Province they are allocated to, they proceed for further specialized training at the National Police Academy Islamabad. The training at the NPA is of nine months duration. After nine months, the Probationary Assistant Superintendents of Police are sent for training at the Districts of the Province of their allocation. After conclusion of District Training the Probationary Assistant Superintendents of Police finally pass out of the National Police Academy.

Initial posting

After completion of training at the National Police Academy Islamabad, the Assistant Superintendents of Police are sent to the Frontier Constabulary for a mandatory period of one year where they are posted as Assistant District Officer or Adjutants or PSOs-III to the Commandant FC.

Career planning

With the creation of new posts, promotion in the PSP cadre has expedited. An ASP is promoted to the rank of SP within three years. Moreover, an SP is promoted to the rank of DIG within 17 years of service. A DIG is promoted to the rank of Addl:IGP within 28 years of service. IGP (BPS-22) is a selection post/rank, that is the prerogative of the Prime Minister whom he may deem appropriate to appoint against that post.

Salary

In 2009, the salaries of the police of all provinces were increased. The increase included 100 percent of basic pay and Rs. 10,000 - Rs. 12,800 of monthly allowance.

Ranks and insignia

The PSP uses military insignia on its shoulder flashes, similar to the United Kingdom police forces.

* Deputy Inspector General of Police: National Emblem above three stars in a triangle
* Senior Superintendent of Police: National Emblem above two stars
* Superintendent of Police: National Emblem above one star
* Assistant Superintendent of Police: Two stars

* Inspector General of Police, Azad Kashmir: Mr. Javed Iqbal PSP
* Inspector General of Police, Gilgit-Baltistan: Syed Tehsin Anwar Shah PSP
* Inspector General of Police, Islamabad Capital Territory: Syed Kaleem Imam PSP
* Inspector General of Police, National Highways and Motorway Police: Dr. Wasim Kausar PSP
* Inspector General of Police, Pakistan Railways Police: Mr. Asghar Gardezi PSP
* Director General Intelligence Bureau: Mr. Javed Noor PSP
* Director General Federal Investigation Agency: Mr. Zafarullah Khan PSP
* Commandant Frontier Constabulary: Mr. Safwat Ghayur PSP
* Commandant National Police Academy: Mr. Shabbir Ahmed PSP

Plz can somebody define it clearly what ASP stands for? Mostly it is written Assistant but sometimes Additional too (i think which will be senior than dsp) .... :/

Does any one knows the salary package of an ASP in all Provinces? Moreover, Is it up to an ASP that he may choose any area in the whole country for appointment or he is appointed directly from the department without His consent?
Psp officer shuld comment on it.
