Police Order 2002
 

Folks I have been looking for some analysis documents on Police Order 2002. I have found the official document of Order 2002, but this document only gives information about structuring and functioning.

Would someone share any link or text for the analysis of Police Order 2002, its pros, weak points and improvements suggested?

AJK & GB (Northern Areas) also have Police Act, 1861...Only KPK & Punjab have Police Ordee,2002 bt there have been a lot changes in it...you can say its a hybride version of Police Order,2002 n Police Act 1861...Moreover Islamabad (ICT) also has Police Act,1861

personally i believe police order 2002 didnt bring any improvement in the police culture xcept making complications for general public for example if a person is not satisfied with IO he have to move application to DPO and DPO will forward that application to Board consisting of DSP legal DPO SSP etc. and board meeting is held once in a month now the one who moved application for chnge of investigation is struck till the decision,
than so far i havent seen any Police officer taking action againt his Paiti Band bhai.... practically i believe it wznt useful

further more powers of SHO are curtailed IO is independent to conduct investigation he is not answerable to anyone....this has created a huge problem practically speaking an IO know very well even if he didnt conducting investigation on merits no harm to him maximum he will be suspended n thats it, investigation he made will be final no matters investigation is changed or any application is moved :( he is at his will so things are getting worst they are being heavily bribed i havent seen any S.I who dunt hai Iphone 4 g or brand new car, even ASIs are getiing much more than ther pays

There are only 3 posts in Police..i.e SHO,DPO & IGP (PPO) As far as powers related to PPC are concerned almost every police officer depends on the powers of an SHO...even an IG cannot do anything until an FIR is lodged by the SHO and unfortunately most of the general public has to deal with the SHO and dat is why once a proposal was under consideration that an ASP should be posted at the level of a PS ...that was too ambiyious i guess...the thing whivh can be done is that SHO must be bound to lodge an FIR on the directions of a senior (ASP,DSP,SP etc) moreover an FIR shiuld not be effective untill it is verified by the concerned ASP/DSP

About IO,well i think IOs should be there in PSs but the overall head of the PS should be the SHO, the devision between operation & investigation should be only at the level of PS NOT above that...here we see in distts..DPO n SP Investigation go in different directions, creating a strange situation in the distt

yea agreed that is why am against this police order, as far as FIR is concerned n ASJ n SJs got administrative powers lodging of FIR is not a big issue but problem begins after lodging of FIR :(
