Lol... this depends on the nature of the conflict... For instance if the clash occurs within the domain of the army i.e. If the police officer pokes his nose into army's affairs and challenges its authorities in one way or another, he would be at loss. On the other hand, an army officer cant get away with a similar behavior either because the military establishment is very serious about its officers' behavioral offenses and em sure the officer would be put to task...
I hope you didnt ask the question because you are hoping to get into a brawl with some lifelong military enemy

Every institution has its own power and domain. One should not compare with other, army is defense force while police is law enforcement, so you are comparing an engineer with doctor nature of job is different. Law is supreme neither army captain or major nor ASP or SP. I will request all Aspirant halt thinking of exercising power, if you want to be more powerful then become President or Prime Minister.

Most importantly...both should realize that they are holding 'public offices' and should behave responsibly....they are suppose to serve the nation and not being served, and not exercise powers against each other or any third party.

Unfortunately this is the usual practice, civilians are supposed to be more powerful in any just system, but idr to 'ganga he ulti beh rae hey' ... :P accept it guys we need a major shift in our behaviours and in general huge adjustments in our system.....

insha Allah if any of you guys make it there, please think positive and in right direction, dusrun ko dhamkaney aur un pe rob dalney se apkee shan mein koi izafa nae ho ga

Can you elaborate what sort of clash are you talking about? Captain and ASP never come in clash. Both are trained proffessionals who are too busy to be involved in such petty issues. I say this because I have seen the life of high level officials in almost all fields (be it private sector, military, judiciary, bureaucracy or parliament).
