i got 28 Position , will i be allocated in PSP , having domicile of Punjab

First of all congrats shoaib for success.
Yes you have very bright chances to land in PSP since most of the top position holders opt DMG/PAS as first preference and people from other provinces will add to your chances.

My merit no is 40, Punjab domicile , can I get PSP ?
Last year it was upto 42 and this time there are 3 more seats in PSP and, DMG in Punjab, open merit ?

If Punjab domiciled then you should be in top 50 to be on safer side.
