One thing I do not understand well when it comes to Local Governance and the role of PAS officers. The constitution says that Local bodies elections have to be conducted but the politicians don't want it to happen and as a result PAS has to be empowered. But some people make a hue and cry for local body elections as they want to have a local governance system and the powers given to Nazims etc and PAS officers made like DCOs. So everybody is using Nazims/PAS for their own benefit. Every government will have a different policy regarding this thing and keep playing around with PAS/LG System. In the end they will damage the state institutions. Our leaders need to decide whether they want to stay with PAS in charge of things like before or if they should remove the Local Governance System from the Constitution.

Dear fellow, if there would have been a viable local government system in the country, then the politicians had to share with the local representatives their authority and funds for which they're not ready. If there would have been a local governance system then a major part of the developmental funds had to be spend through these institutions etc etc. In a nutshell, the politicians (MNAs, MPAs) doesn't want that to happen and the result is the emergence of a powerful bureaucracy at the district level. Regards

well dream is dream until it is achieved, and to be honest the attitude and language skills of Samar are not those of 750+, as I have seen geniuses and brilliants hardly passing CE .

Agreed with you bro.. Everybody is striving for their own self interests. But there should be no hypocrisy, either they should let the Local Government System get established properly or just remove it altogether. Sometimes they throw bureaucracy in the dust bin and sometimes they make it a jewel in their crown, this drama needs to stop. Besides, developmental work is not the job of our MPA/MNAs, their jobs is to legislate or head various ministries unfortunately. When will we as a nation understand these things.
