Not true. Pakistani engineers ,workers etc are working in those projects. They are working in both ways i.e directly and indirectly.

In one sense you can say that Pakistan is financing in it because According to official statistics, 20% of CPEC is debt-based finance, while 80% of CPEC are investments in Joint Ventures (JV) enterprise between Pakistan and China, with the project contributing to 40,000 jobs for local Pakistanis and 80,000 jobs for Chinese.
And, paksitan will not be giving back money for any development done for that 80 percent of project. And for other 20 percent they have devised interest based strategy. But still Pakistan is in a win-win situation. And the projects that Pakistan can start and develop indirectly which don't come in the domain of belt and road initiative are very important too. Boost in tourism is one of the examples in this regard.
There is just one main issue of brain drain that remains ,but still government is putting in lot of effort to stop this thing from happening. That was a well devised partnership initiated between Pakistan and China. But we will have to wait for some years to see how it really impacts socio-economic setup of both countries ,specially Pakistan.

Search through public administration section. Go through some posts and threads. Then you will get some idea about this subject. I think book by Iqra Riazuddin is good. With it , I am giving names of some other books down here;

Public Administration: An Action Orientation by denhardt
Governing the ungovernable by Dr Ishrat Hussain (this book is not exactly to the point and will not cover syllabus,maybe it just covers 10 percent of syllabus. But after reading this book you will have general idea of situation in Pakistan. Basically this book is about Institutions of Pakistan. And is helpful for interview.
Public Administration in South asia (Pakistan Section only) by meghna sabharwal
And a book by Sultan Khan . Public administration and then personnel administration.
