China sends aid to earthquake-hit Pakistan

The Chinese government on Sunday offered an emergency aid worth US$6.2 million to help earthquake victims in Pakistan.

The first batch of disaster relief materials is expected to arrive in Islamabad at 50pm local time, according to the Chinese Commerce Ministry.


Customs officers check and give clearance to the first batch of relief materials to be sent to earthquake-stricken Pakistan at Beijing Capital International Airport October 9, 2005. The emergency aid materials, weighing 15.3 tons and valued at 5.44 million renminbi yuan, are airlifted to Pakistan by an Air China cargo plane.

China also sent a 49-member international rescue team Sunday morning to Pakistan. The team, headed by China Seismological Bureau deputy director Zhao Heping, was composed of 49 rescuers, medical staffs and seismological experts.

This was the fourth international rescue team that China had sent abroad since 2003, Xinhua news agency said.

On Saturday, Chinese President Hu Jintao sent a message of condolences to his Pakistani counterpart Pervez Musharraf over the massive earthquake.

Hu, on behalf of the Chinese government and people and in his own name, offered his condolences, through Musharraf, to the victims' families and the injured, and expressed deep grief over those who were killed in the disaster.

Premier Wen Jiabao and Foreign Minister Li Zhaoxing also extended condolences to their Pakistani counterparts Prime Minister Shaukat Aziz and Foreign Minister Khurshid Kasuri over the deadly earthquake.

KARACHI: Sino-Pakistan bonds to grow stronger: writers

KARACHI, Dec 31: The visiting five-member delegation of Chinese writers group hoped that close brotherly ties between Pakistan and China would further be cemented in the future and paid rich tributes to Quaid-i-Azam Mohammad Ali Jinnah.

Addressing the faculty members and students of the Sindh Madressatul Islam (SMI) on Saturday leader of the Chinese Writers group, Zhang Jian, said that Mr Jinnah was not only the founder of Pakistan but he was also a respectable person for China.

“Progress of a country is based on education. Therefore, I hope and wish that all the teachers of the SMI will work for best future generation of Pakistan” he commented and added that “the Chinese people will welcome Pakistan’s youth to visit China to study over there”.

Iftikhar Arif, Chairman of the Pakistan Academy of letters, said that the friendship of Pakistan and China was time-tested.

He said that the students of Pakistan should feel proud to be the heirs of Mehrgarh, Moenjodaro, Harrapa and Taxila civilizations and then of the Islamic welfare state of Pakistan.

SMI Principal Mohammad Ali Shaikh in his welcome address said that Pakistan and China had cordial relations for a long time.

Travellers of China used to visit Sindh in the 6th and 7th centuries and also in the later days, he added.

The Chinese delegation comprised of Zhang Jian, Tanh Bao-Hua, Liu Hua, Ms. Baima Nazhen, Tang Meng-Sheng, Anwer Khan.

The director-general of Pakistan Academy of Letters, Agha Noor Mohammed Pathan, Resident Director PAL, Karachi, Sun Chanye, Consul-General of China in Karachi, Zhang Chaoy, Culture Consul, MA Ting Gang, Vice-Consul, and Zhang Bin, First Secretary of Embassy of China in Islamabad were also present on the occasion.

Earlier, Mohammed Ali Sheikh gave a presentation on Sindh Madressah, its historic, role and Indus Valley Civilization.

The Chinese delegation also visited Anjuman Tarraqi Urdu Pakistan.

Prof Zhang Jian commended Anjuman-i-Tarraqi-i-Urdu’s pivotal role in the promotion of Urdu language and hoped that Urdu would maintain its pace of development under the guidance of its “devoted friends”.

Anjuman’s president Aftab Ahmed Khan in his welcome address observed that China would soon emerge as a “second superpower” of the world.

Other members of the Chinese delegation and office-bearers of the anjuman also spoke.

Prof Sahar Ansari, Syed Azfar Rizvi and Aftab Ahmed Khan presented Ajraks and Sindhi caps and memento to the Chinese guests.

The vice-chancellor of the Urdu varsity, Dr Iqbal Mohsin, Dr Shahab Qidwai, Naqqash Kazmi and others were also present.

The delegation also visited Fine Arts Gallery and Jinnah Museum.

Pakistan, China to mark 2006 a year of friendship


BEIJING, Jan. 2 (APP): Pakistan, China decided to commemorate 55th anniversary of the establishment of their diplomatic relations this year, aimed at reinforcing their efforts to strengthen their multifaceted relationship.

During the year, the two sides are likely to witness high-level visits, bilateral exchanges and greater interaction in the areas like trade, education, culture, tourism and Defence.

"We are looking forward concentrating on people-to-people contacts to transform their strategic alliance into a vibrant socio-economic partnership," officials said here.

The new year will have special significance, since some important Chinese-assisted projects including Gwadar seaport, up-gradation of Karakorum highway and some Hydro power projects will be put into operation.

The two sides also agreed to conclude this year their negotiation on Free Trade Agreement (FTA), slashing duties to zero percent on around 3000 items by end of next year.

Chinese companies are also likely to enhance their participation in Pakistan's economic development. They have shown willingness take part in Jamshore Thermal power project, expansion of Pakistan Steel and exploration of oil and gas fields.

The tele-communication is another area of common interest. According to the official sources, the two sides will explore new avenues of bilateral cooperation in the new year.

The bilateral ties received greater impetus, when Chinese President Hu Jintao and President Pervez Musharraf signed a joint declaration in Beijing in December, 2003, pledging to take their strategic partnership to a new height in the 21st century. Premier Wen Jiabao and Prime Minister Shaukat Aziz made another headway in bilateral ties, by signing a treaty of friendship April this year, besides a number of other important agreements, including the ‘Early Harvest Programme that was aimed at boosting their trade ties by launching a free trade regime from January 2006. At the diplomatic front, the two countries maintained close cooperation in the multilateral fora.

They supported each other internationally in pursuit of the common objectives of peace and development at regional level. They took a unanimous position on important issues, like the war against terrorism, UN's reforms as well as peace efforts in Iraq, Afghanistan and Middle East. Similarly, China consistently supported Pakistan's initiatives to peacefully resolve its disputes with India.

China-Pakistan treaty of friendship, cooperation and good-neighborly relations goes into effect

BEIJING, Jan 4, 2006 -- T

he Treaty of Friendship, Cooperation and Good-Neighborly Relations between the People's Republic of China and the Islamic Republic of Pakistan went into
effect on Wednesday.

Chinese Vice Foreign Minister Wu Dawei and Pakistani Ambassador
to China Salman Bashir exchanged the Instruments of Ratification
of the treaty and signed the certificate on behalf of their
respective governments.

Premier Wen Jiabao signed the treaty with his Pakistani
counterpart Shaukat Aziz during his visit to Pakistan in April, 2005.

Exchanging the Instruments of Ratification of the treaty
signified that China and Pakistan have finished all domestic legal
procedures, and that the treaty took effect on Wednesday.

Wu Dawei said the treaty was an embodiment of the common desire
for friendship between the people of the two countries, and
indicated that the China-Pakistan all-weather friendship has
entered a new phase.

This year witnessed the 55th anniversary of the forging of
diplomatic ties between China and Pakistan. Under the joint
efforts of both sides, Wu noted, the Sino-Pakistan strategic and
cooperative partnership would achieve further progress.

China continue to attach top priority to its friendship with Pakistan

BEIJING, Jan 5 (APP):China will continue to attach top priority to Pakistan as its trust-worthy friend in the region, while developing relationship with its other neighbours.

The amount of trust, confidence and understanding, the two countries enjoy is unprecedented, says Chinese scholars while analyzing country’s foreign policy with the countries in South Asian region.

China believes in friendship with all and enmity with none and wishes to bring normalcy in its relations even with countries like India, with whom after having war in 1962 it still involves in serious border dispute.

Chinese leadership holds in high esteem five principles of ‘peaceful co-existence’ and assured their neighbours to engage itself in equal partnership. The same time, while pursuing an independent foreign policy, China sees no change in its priority areas, traditional alliance with Pakistan for promoting durable partnership in all aras of common interest.

China and India are to celebrate 2006, a year of friendship. But, some analysts, according to a report published in China Daily, have voiced doubts about whether a durable partnership between the two neighbours who have a history of suspicion and hostility can work.

To reinforce the efforts of building strategic partnership, Pakistan and China have also decided to commemorate 2006 as 55th anniversary of establishment of their diplomatic ties.

Pakistan is only country in the world for which Chinese leaders and the people use the phrase’ All weather friend’, showing the depth of their understanding and goodwill in their relationship,? said here a Chinese scholar Yu Dunxin while talking to APP.

Another scholar of China’s institute of strategic studies in Beijing said nothing could affect the decades’ old Sino-Pakistan friendship despite the changes in global and regional situation.

It would be utmost endeavour to further strengthen the deep-rooted friendship and cooperation, which was in the fundamental interest of the people of two countries as well as the peoples of the region and the world as a whole.

Exports to China jump 39% in 2005:

BEIJING: Pakistan’s exports to China showed an upward trend, registering an increase of about 39.2 per cent last year, the Chinese Custom Authority said.

The exports totalled $832 million during January to December 2005 compared to exports of $594 million in the previous year (January-December 2004). Therefore, the increase in Pakistan’s exports to China in one year amounted to about $238 million.

Custom Authority sources told APP here on Saturday there was a considerable jump in the exports of cotton yarn, cotton fabric, leather, chromium ore, copper and fish.

China calculates export figures on the basis of origin of exported items, including those that come to the mainland through Hong Kong. The Chinese financial calendar runs from January to December.

When asked to comment on future prospects of Pakistan’s trade with China, Commercial Counsellor in Pakistan Embassy, Shahid Mahmood said there was still great room for enhancing exports, particularly of value-added textile products like cotton fabric, manmade fabric, home textile and towel.

The growing Chinese market also provides wide opportunities for Pakistani traders to enhance the export of non-traditional items like sports and engineering goods, handicrafts, marble, onyx, jewellery and agro-based products.

Pakistan’s exports to China are likely to get a further boost, with the reduction of tariff on a number of products under the Early Harvest Programme (EHP) that came into effect from January 1, 2006. The margin of duty reduction by China is around 27 per cent.

Shahid Mahmood hoped the trade volume would increase in the coming months when rice, mango and other agro-based products would be included in the list of exports to China.

There are bright prospects to take Pakistan’s annual export volume to US$ 1 billion by the end of this year.

An official of the Chinese Commerce Ministry suggested maximum number of Pakistani businessmen should visit Beijing to explore new openings in trade.

According to economic experts, there are very favourable indications for the two countries to enhance their overall trade as tariff on most of the items would come to zero by the end of 2008.

Free trade agreement with China finalised:

LAHORE: Federal Commerce Minister Humayun Akhtar Khan on Saturday said that Pakistan had finalised free trade agreement with China while negotiations with the US in this connection were underway.

He was talking to the newsmen after participating in a conference on "Domestic Commerce - The Missing Link", organised by the United Nations Development Programme (UNDP) and Ministry of Commerce here.

He said that Pakistan had initiated trade negotiations with the US during a visit of President Musharraf in 2004 to finalise Pak-US bilateral investment agreement.

"There has been progress during recent visit of Prime Minister Shaukat Aziz to the United States," he said, adding the agreement would be finalised after the conclusion of talks.

Talking about GSP Plus status to Pakistan by the European Union, the commerce minister said that Pakistan had succeeded in getting GSP status in January 2006 and the country’s textile products were exempted from 20 per cent duties in the European market. However, he added, "we are targeting to get the status of GSP Plus".

To a question, he said that Pakistan had not rejected or delayed implementation of South Asia Free Trade Agreement (SAFTA). Its gradual implementation would start from July 2006, he added.

He explained that the developing nations of SAARC had demanded assistance on technical issues regarding SAFTA, which would be addressed soon. He said SAFTA was not delayed and was being implemented as per the agreement.

He said the most favoured nation (MFN) status to India was not part of SAFTA as it would be dealt at bilateral level.

Referring to domestic commerce, Humayun Akhtar said that a trade survey report was being prepared to assess the obstacles in the way of trading. He added that the report would be issued with the trade policy in next fiscal year.

He said Chinese cheap products were essentially not a problem for local industry. He added that trade malpractices such as under-invoicing and dumping of goods could create problem. However, the government would handle such issues with a proper strategy, he maintained.

He said multinational investment would give an impetus to working of local companies as competition always led to economic development.

He did not agree with the impression that multinational investment in wholesale and retail sectors would harm the interest of farmers, small traders and consumers.

Among others, Shahid Hussain, Nadimul Haq and Marek Minkiewicz also spoke on the occasion.

Pakistan, China eyeing $8bn trade by 2008

BEIJING, Oct 4: Pakistan and China enjoy bright prospects to take their bilateral trade volume to around $8 billion by the end of 2008, when tariff on most items would be reduced to zero under the Early Harvest Programme (EHP).

By 2008 we are confident to achieve this target, since the two countries registered a rapid growth in their trade interactions in the recent years, said a senior Pakistani official here on Tuesday while talking to APP.

According to Chinese Custom data, bilateral volume of trade is expected to touch $4 billion by the end of this year, since the growth rate, registered in seven months from January to August, 2005 was around 42 per cent, as compared to the corresponding period.

The increase in the trade was amounted to about $600 million during this period. “We are quite optimistic, expecting a big jump in trade volume taking it to $8 billion within next three years, since Pakistan starts exporting rice, mango, orange and some other food products to China from this year,” the official said.

The EHP, signed in Islamabad April this year, will be effective from January next, bringing zero per cent duty on more than 50 import-export items, already identified by the two countries. It is the part of the Free Trade Agreement, likely to be finalized soon. Second round of the negotiation to this effect is scheduled to take place in Islamabad next month.

The existing Preferential Trade Agreement (PTA) on which China and Pakistan had reduced tariff on margin of preference i.e. a percentage of the normal tariff, has also been extended. This list consists of 1,671 items on the Chinese side and 575 items in the list of Pakistan will become part of the EHP from January 1, 2006.

Leadership of the two countries recognized that their bilateral trade was nowhere near their potential and matched their exemplary diplomatic ties. They have now laid greater thrust on the development of mutually beneficial economic partnership.

Pakistan Embassy here in collaboration with Pakistan Export Bureau and Chinese foreign trade promotion organizations held a number of business conferences, seminars and meetings during the last three years, providing venues to their entrepreneurs enhance their interaction and take benefit of the growing trade prospects in their respective countries.

According to the sources Pakistan would be facing a major challenge to correct balance of trade, which is currently heavily in favour of China. Pakistan would rely upon on the export of its agro-based products, which can easily find a big market in a country, having a population of 1.3 billion.

Particularly, the export of Pakistani rice to China is likely to be a breakthrough in trading food items. “The Pakistani long-grain rice can find a big market in China, since its quality is much better than the rice currently being imported from Thailand and Vietnam,” the official said.

China purchased about 400,000 tons Thai rice last year. The Chinese Commerce Ministry has planned to import more rice in coming months due to decline in production and stocks.—APP

Pak-China Friendship Based on Mutual Trust: Pakistani President

Pakistani President Muhammad Rafiq Tarar said on Saturday that Pak-China friendship is based on mutual trust and cooperation and it will continue to be strengthened in the years to come.

Tarar made the remarks while receiving a Chinese Youth delegation in the president's office.

He said that friendship between the two countries is deep rooted and will be further cemented with the passage of time.

Tarar said that youth of the two countries are the guardians of excellent traditions of the mutual friendship and expressed the hope that they will not only promote these traditions but will pass them on to next generations.

Pakistan and China, he said, share common stance on all regional and international issues and their friendship is vital to the peace, stability and prosperity of this region.

The president expressed the hope that exchange of visits of youth delegations will help in learning each other's culture and in promotion of mutual goodwill.

The Chinese Youth Delegation arrived here Friday evening for week-long friendly visit to Pakistan.

Background:

1) Pakistan has an enduring, multi-dimensional and deep-rooted relationship with China. The long-standing ties of friendship between the two countries are underpinned by mutual trust and confidence. A close identity of views and mutuality of interest remain the hallmark of bilateral ties.

2) Pakistan has always supported China on all issues of importance to the latter, especially those related to the question of China's sovereignty e.g. Hong Kong, Taiwan and Tibet and other sensitive issues such as human rights. The Chinese leadership has always appreciated Pakistan's steadfast support on issues of their concern. They are also generous in acknowledging the significant role of Pakistan in the early 70s, which enabled China to break its isolation from the West and the US.

Golden Jubilee Celebrations of Pak-China Friendship (Diplomatic Relations):

3) Diplomatic relations between Pakistan and China were established on 21 May, 1951. The 50th Anniversary of the establishment of the diplomatic relations this year is an occasion of great significance both in historic terms as well as for a strong public manifestation of the durability and the strength of Pak-China relations.

4) A series of high level exchanges, hallmark of which is Premier Zhu Rongji's visit to Pakistan on 11-14 May, 2001 and President of Pakistan's visit to China later this year as part of the commemorative events for the golden jubilee celebrations. In addition, high profile cultural and business activities would be undertaken, including Pakistan's participation in the Beijing International Trade Fair in April 2001, civil awards for Chinese nationals in recognition of their contribution to Pak-China friendship and cooperation in various fields issuance of first day covers/commemorative stamps to mark the occasion.

5) To mark the 50th Anniversary of Pak-China Friendship, Pakistan Post Office is issuing a set of 3 commemorative postage stamps on May 12, 2001.

6) As a part of Golden Jubilee Celebrations, Pakistan and China, Pakistan Post Office will be issuing First Day of Issue covers with the stamps of the 2 respective countries duly pasted.

7) Pakistan and China will further be celebrating the 50th Anniversary of Pak-China friendship by releasing First Day of Issue Covers simultaneously at Beijing and Islamabad on May 21. Special ceremonies will be held in the respective capitals to mark the release of First Day of Issue Covers containing postage stamps of the respective countries on both the First Day Covers duly defaced with special postmarks of 21 May, 2001.

A brief about the renowned Chinese painter, Professor Yao Youduo and his famous paintings titled, "TWO PAKISTANI WOMEN DRAWING WATER" and "MA GU'S BIRTHDAY OFFERING"

8) The two paintings of the renowned Chinese national painter are reproduced in se tenant format. He is universally known as an artist of humanity and poetic beauty.

9) Professor Yao Youduo is head of the second studio of Chinese Painting Department at Central Academy of Fine Arts, Beijing China.

10) Professor Yao is a master of the Eastern tradition and he uses the brush with great skill to create line drawings, shading, perspective, texture color and a unified composition. The artist has a special feeling for Minority Peoples of China, and many of these women and Children are from the Dai nationality.

11) There is one beautiful and powerful painting of two "Pakistani Village Women" drawing water from the stream. They are strikingly beautiful, strong, and confident. Yet shy and suspicious of being observed. The composition is Chinese but the feel is oriental. Only a genius could capture these emotions

12) Professor Kayama Matazo of Tokyo University of Fine Arts has hailed Yao as the "Contemporary master painter and a rising star of Chinese Painting".

13) Pakistan Post takes great pride in reproduction of his majestic paintings.
