Pakistan, China have identical positions on Iran, Middle East

BEIJING: Pakistan and China have agreed to further strengthen their consultation mechanism, taking identical positions on major regional and international issues, including nuclear non-proliferation, countering terrorism, the Middle East and UN reforms.

President Pervez Musharraf’s forthcoming visit to Beijing will provide yet another opportunity to review, at the highest level, their stated position on major issues, diplomatic sources said on Sunday.

Terming the visit highly important, sources said the two countries would continue working together to promote peace and stability at the regional and international level. China supports Pakistan’s peace initiatives and the normalization of its relations with India, they said.

Sources said that both countries supported a viable solution to the Kashmir issue, along with other bilateral and regional disputes. “We are against a military solution or the use of force in resolving conflicts between the two countries”, sources said, adding,” Both China and Pakistan urge the concerned parties to settle issues relating to Iran’s nuclear development and the Middle East through diplomatic means”.

Both sides shared a common outlook on terrorism, extremism and separatism. China, they said, appreciates Pakistan’s support of the One-China policy and its unconditional support for China’s stand on the Taiwan issue.

Meanwhile, Chinese Foreign Ministry spokesperson Kong Quan announced that President Pervez Musharraf and his Chinese counterpart Hu Jintao would meet on February 20 to hold formal talks on a wide-range of issues of mutual interest.

The two leaders will focus on increasing economic collaboration. The talks will follow the signing of important agreements. President Pervez Musharraf, who is going on a fiveday state visit to China from February 19, will also meet the Chinese premier Wen Jiabao and other top officials.

The visit will be highly significant, reinforcing the strategic cooperative partnership in various fields of common interest.

It will also help Pakistan and China promote understanding and cooperation in regional and international affairs, sources said.

The visit will also kick-off a series of events marking the 55th anniversary of the establishment of diplomatic ties between the two countries. app

Thar plant expected to figure in Beijing talks

ISLAMABAD, Feb 12: President Gen Pervez Musharraf is expected to seek Chinese government’s support to start the $1 billion Thar coal-based power project during his visit to Beijing starting Feb 19, it is learnt.

“The government has accepted all demands of the Shenhua group, including the tariff it had originally solicited, but even then the project is not moving ahead,” an official told Dawn.

He said the problem was that the Shenhua group of China had lost interest in the project following the change of its status from the public sector organisation to a corporation.

“Top-level intervention from the two governments could get the project going and Pakistan would like this (Musharraf’s) visit to be fruitful as far as Thar project is concerned,” said the official.

The Sindh government and the Water and Power Development Authority (Wapda) have already made an investment of over Rs10 billion for the project.

The Shenhua group had originally demanded 5.86 cents per unit tariff for the 600mw Thar coal power project and later reduced its demand to 5.79 cents.

Wapda originally offered 3.2 cents while the National Electric Power Regulatory Authority assessed 4.2 cents as prudent tariff. The levelised tariff was, however, increased to 5.36 per unit in October at the instructions of Prime Minister Shaukat Aziz who wanted to kickstart the project involving friendly relations with China.

However, the company did not return, quoting infrastructure problems and its privatization by the Chinese government.

The sources said that President Musharraf constituted a committee in November to persuade the company to return to the project. The committee informed the government that the group was not ready to undertake the work even at 5.79 cents per unit.

Simultaneously, the committee kept on negotiating with AES Corporation of the United States as a back-up investor but did not get a positive response.

President to address Business Forum in Beijing on 21st


BEIJNG: President Pervez Musharraf will address the Pak-China Business Forum in Beijing on Feb 21.

Besides representatives of prominent Chinese companies, a delegation of Pakistani businessmen will also attend the forum. It will be an important event, to be held during the president's state visit starting from Feb 19, to promote economic interaction and seek more Chinese investment in the country, said an official of the Pakistan embassy here on Tuesday.

The president is also expected to meet chief executives of some prominent Chinese companies to discuss future prospects of greater economic cooperation at the private and public sectors' levels.

The forum is being arranged by the Pakistan embassy in collaboration with the China's Enterprises Confederation and the All China Federation of Industries and Commerce.

According to the sources, the forum will help to undertake new joint ventures in textile, energy, communication and mineral sectors. Negotiations to this effect are under way.

Several Chinese companies have shown interest in developing economic collaboration on a fast track.

About 60 companies have established permanent offices in Pakistan that reflects their growing interest in strengthening economic relations. Efforts are being made to establish a Pak-China Joint Investment Company for investing in strategic projects.

The trade sector is attracting top priority and the two sides are taking all possible steps to bring it on a par with their excellent diplomatic ties. The bilateral trade volume has already reached $4.26 billion, showing steady growth in their economic relations in recent years.

Compared with $3.06 billion between January-December, 2004, the trade turnover jumped to $4.26 billion during the same period in 2005, according to the figures released by the Chinese Customs Authority.

Pakistan's exports to China have also shown an upward trend, registering an increase of about 39.2 percent last year.

The exports amounted to $832 million from January to December, 2005. Whereas it was $594 million in the same period a year ago. Therefore, the increase in Pakistan's exports to China in a period of one year amounted to about $238 million.

The Customs Authority's sources told APP that the bilateral trade had been enjoying fast growth since 2000 and Pakistan had grown into China's major trade partner in South Asia.

The two countries have taken a number of steps that have boosted their bilateral trade during the past three years. Among them was signing of the Early Harvest Programme (EHP) that brightens the hope of taking the trade volume to about $8 billion by 2008.

The ongoing negotiation for Free Trade Agreement (FTA) would further consolidate bilateral trade relations, said Xu Changwen, a trade researcher at the Chinese Academy of International Trade and Economic Co-operation, a think-tank under the Chinese ministry of commerce.

"Pakistan hopes to attract more investment from China with the stable growth of its domestic economy," said Pakistan’s Ambassador to China Salman Bashir. He hoped that the two countries would sign important agreements during the forthcoming visit of President Pervez Musharraf.

About the future economic opportunities in China, Commercial Counsellor at Pakistan embassy Shahid Mahmood said Pakistani businessmen should concentrate on exporting value-added textile products, including cotton fabrics, manmade fabric, home textile and towels.

The Chinese growing market also provides them wide opportunities to enhance their export in non-traditional items such as sport and engineering goods, handicrafts, marble, onyx, jewelry and agro-based products.

An official of the Chinese commerce ministry suggested that a maximum number of Pakistani businessmen should visit China to explore new openings in the trade sector. They could attract more business by opening their representative offices in major cities of China such as Shanghai, Guangzhou, Urumqi and Shenzen.

He noted that leaderships of the two countries had now been paying greater attention to promoting economic diplomacy to exploit the existing deep-rooted traditional diplomatic ties for the economic uplift of their peoples. app

Pakistan, China to sign Twelve documents Tomorrow

BEIJING (China): Pakistan and China are expected to sign about 12 agreements and Memorandums of Understanding tomorrow, Monday further consolidating their multifaceted strategic partnership.

These documents will be signed, following the talks to be held between the Chinese President Hu Jintao and President Pervez Musharraf at the Great Hall of the People.

According to the informed sources, these documents will help boost bilateral cooperation in various sectors.

The main focus will be on economic side, broadening two-way
cooperation, particularly in trade and investment. The talks at the highest level will also pave way for undertaking mid- and long-term development projects in the areas like energy, communication, Science and Technology, telecommunication and agriculture.

Terming the President Musharraf's forthcoming visit to China as highly significant, a spokesman of Chinese Foreign Ministry said, it will lift their bilateral ties to a new stage. It would be his third
official visit to China as a President of Pakistan.

Perspective

Earlier, Pervez Musharraf visited Beijing in November, 2003, that
resulted in signing of an historical joint declaration, pushing forward their all-around cooperative relationship.

The Chinese leadership holds President Musharraf in high esteem and appreciates his vision of enlightened moderation.

China considers Pakistan a most true and reliable friend and looking forward for the success of the visit, further deepening understanding and cooperation in areas of common interests.

It has been consistent policy of the Chinese government to expand its friendship with Pakistan and adopt common position on various regional and international issues, the sources said adding, China appreciates Pakistan's peace initiatives, normalizing its relations with India, hoping the peace in the region will bring prosperity to both the countries.

Commenting on their time-tested cooperation in the defence sector, sources said, it has been a source of peace and stability in the region and kept growing with a passage of time to meet their security needs.

Lauds Pakistan’s Non-proliferation Efforts

China appreciates the vigorous nuclear non-proliferation efforts made by the government of Pakistan in recent years, said Chinese Foreign Minister Li Zhaoxing.

He said China and Pakistan will continue work together promoting
non-proliferation. His country, he said always stood for the
comprehensive prohibition and thorough destruction of weapons of mass destruction and firmly opposed proliferation of such weapons and their means of delivery.

“To promote general improvement and more democracy in international relations and bring about fair and equitable solution to regional security issues will facilitate smooth progress in international non-proliferation endeavors,” he added.

Li Zhaoxing said the two countries share similar or common position on counter-terrorism issue and enjoyed fruitful cooperation in the area. He pointed out that they have signed the Extradition Treaty and Cooperation Agreement on combating separatism, extremism and terrorism.

The competent government departments of the two countries have set up a mechanism for security and counter-terrorism consultation, he added.

The Minister said, his country will step up cooperation with Pakistan so as to maintain security in both countries and in the region. “We appreciate Pakistani government’s position on counter-terrorism and extremism,” he added.

Great Importance to Musharraf’s Visit

About President Pervez Musharraf’s State visit to China beginning
today, Sunday, he hoped it will lift their bilateral ties to a new stage, bringing the two countries more closer to each other in all fields of common interests.

Dispelling the impression that the Wednesday’s terrorist act in which three Chinese engineers were killed, could affect their strong bond of friendship, he said, their deep-rooted relations as traditional allies in the region will continue to grow. “We in China are ready to work with Pakistan to open up new horizons in their bilateral relations,” he added.

Chinese leadership, he said attached great importance to Musharraf’s visit and hoped it would reinforce their strategic partnership to meet the common aspirations of their people.

Li Zhaoxing during the interview that covered entire spectrum of
bilateral relationship termed the Sino-Pak relationship as a model of harmonious co-existence of countries with different social system and cultural background.

About the economic cooperation, the Foreign Minister said their trade has been growing over 20 percent annually during the last five years and the trade volume exceeded $4 billion in 2005. He assured Pakistan will remain one of China’s key markets for contracted projects. The Chinese government will encourage its leading companies to actively take part in the economic development of Pakistan.

Free Trade Agreement


He said the bilateral Free Trade Agreement (FTA) negotiations are going well. The establishment of FTA will have profound impact on
China-Pakistan trade and economic cooperation. He emphasized that the two sides should promote the FTA after its establishment and encourage their trade agencies as well as exporters to take part in or hold trade exhibitions and fairs in each other’s country.

Li was of the view that their economic cooperation and trade is highly complementary and have great potential for growth. He expressed his confidence that their trading and economic ties will steadily move forward to serve their mutual benefits.

While pledging to maintain coordination with Pakistan on regional and international affairs, the Minister said his country supports
Pakistan’s playing an important role in the Shanghai Cooperation Organization as an observer and its participation in ASEAN Regional Forum, Asia Cooperation Dialogue and other regional cooperation process.

Li Zhaoxing assured that China will fully implement the Joint
Declaration on direction of bilateral cooperation announced by the two heads of States in November, 2003 and the Treaty of friendship signed by Chinese Premier Wen Jiabao and Prime Minister of Pakistan Shaukat Aziz in April last year.•
