Eurasian states are landlocked countries. The sea-ports of Russia and China are not fulfilling their needs due to harsh season. Pakistan can provide these countries a link to carry out their trade through land or sea routes. Pakistan is an ideal land route for these states for trade with South Asia and Middle East. Pakistan's newly constructed Gwadar Port can play a key role. These Eurasian states can get easy access to the Arabian Sea and the Indian Ocean through Pakistani territory.
On the other hand Pakistan can also avail the vast natural resources of these states. Pakistan can also establish trade links with them. Thats why Pakistan is very important for these states.

Hope so these points are sufficient for you. You can gather more information on this topic.

Yes the main reason is the poor background in GK. Kindly go through the World affairs by Imtiaz shahid along with contemprory affairs by Karwaan publishers and some current affairs magazines. Ths will make you understand about the basics of all the issues plus the present situation.

I would suggest you to prepare current affairs with maps.It would be easy for you to understand the question in this way.

For making notes I would say,
(1) Select 15 odd topics.(20 at the most)
(2) Make three heads i.e.background,current situation and future/implications for each.
(3) For every topic ask yourself these three question.and search answers through net.
(4) Copy and paste in MS Word everything got from whichever sources.
(5) Edit them.

I'll suggest you to please consult a good book on CA which is written particularly for CSS e.g. Contemporary Affairs by Imtiaz Shahaid. The book will provide you a roadmap of study and you could build on and expand that base by extra readings.

As far as the particular question is concerned regarding SCO and Pakistan status and claim of membership in SCO. You have to go through the following:

What is SCO?
Geography of SCO countries?
Geography of Pakistan?
How Pakistan is important strategically and geographically for SCO countries? Build your arguments regarding road and sea links Pakistan could provide to SCO.
