start readingnewspaper from october 2012 to jan 2013 .\
As for now buy monthly jahangir times and press review .
jahangir times will help you in your writing skills as well provide topics for essay and current affairs .
And press review is a collection of articles from leading newspapers of a month and it includes major headings regarding pakistan problems relations ets . international problems relations and events . best of luck

You should develop habit of reading newspaper. But don't waste much time on newspaper reading. Read headlines, important domestic/international news and editorial. 40-50 minutes spent on newspaper reading are more than enough.

If you are free and not doing any job, try to allocate around 8 hours daily for CSS preparation. A lot of reading will enable you to increase your knowledge on different topics. Read some good B.A grammar like 'To the Point' or 'Friends' for idioms and pair of words. Then go on to 'Exploring the world of English'. JWT Magazine may help you in Essay, Composition, Current Affairs and Pak Affairs. Whenever you come across some new word/expression/idiom while reading books/newspaper, note it down on your notebook and try to bring it into your daily conversation. In this way, that will become permanent part of your memory.

Breakdown the question into different parts.

Sample Question:

Q: What do you mean by Shariah? Elaborate the different sources of Shariah.

The above question consists of two parts:

1- What do you mean by Shariah?
2- Elaborate the different sources of Shariah.

Try to give definition of shariah and explain it by giving references of Quran/Ahadith and differnt schools of thought etc. You may also write quotations, ashars etc while explaining the concept.

Then write different sources of shariah under headings. Again, give references , if possible, from Quran, Hadith and other sources.

CSS Islamiat by Carvan Publishers

Lectures by Dr. Zakir Nayek

If you are talking about Egnlish Composition paper, use any good B.A grammar like 'To the Point' or 'Friends' for Grammar portion. Then move on to 'Exploring the world of English'. For expansion question, you may use any good book available in the market. Also refer to the link below for practicing different expansion topics:
