Hey first of all you have to recon that everyone has his own way of replying to the same query unless it is a theory... so here in css don't evaluate something as best it could be good but not best because this is judged by checkers not likes me and you ....


Question has two parts but answer to both is same only you have to explain in introductory page that what are threats (in short) and how by meeting security needs we can avoid threats .... i am not in so cant recall all points but here are few ;

1-Will i-e political will (Jirgas in tribal areas)
2-Smooth democratic journey (because hiccups may allow aliens to penetrate)
3-National integration and media awareness
4-Avoiding threats by diplomatic measures (if you know how diplomacy works and in how many ways it works than this is good for you pingpong diplomacy, backdoor diplomacy etc etc
5-Internal law and order (taking and employing police and security agencies to next level both in training and arming)
6-economical uplift ( to avoid internal grievances and avoiding guirella wars etc )
7-Renewing security plans ( because we are applying rusted policies )
8-finally even better intelligence required from agencies ( we are now far behind in intelligence ranked 12th so we must coup with it to avoid such threats )
