How can Pakistan meets its national security needs and avert Threads?

Suggestions.
1- Pakistan should renew its old policy. Pakistan should use intellectuals, skilled and experts personalities to make the new security policies. Pakistan should make policy by keeping in mind the new challenges and threads; their solutions . Policy should carry the short-term,mid-terms and long-terms solutions and procedures to tackle the issues.
2- current govt should negotiate and dialogue with the rebellions ,extremists, and sectarians and resolve their problems and fulfill their demands.
3- law and order situation: same law for all . militants should not abandon the criminals and other people involved.
4-eradiction of corruption
5- The security staffs should be trained and have moderns tactics and expertise to tackle the menace and dangers. Like sikander Hayyat Issues.
6-Weastern Border should be sealed .
7-National integration and Role of Media.

Why Muslim countries are devoid of democratic Government.
some points:
1- Most of the Muslim Countries have been remained under the Monarch System. This system of Govt shaped their mind in a way that they could not come parallel with the democracy .
2- Monarch System specially in the Arab States where the Kings of States do not want to share their powers and authorities with the ordinary people.
3- As most of the Muslim countries have been remained under the monarch so they do not have knowledge about democracy.
4- owing to lack of education people do not know about their rights and democratic process.
5- Democratic system is found in the Muslim Countries but it has not been implemented completely due to corruptions, political instability ,religious issues.
6- God has bestowed the Muslim Countries with the wealth of the natural resources but they are not utilizing them and economic issues are emerging out. Democracy requires the economic resources.
7- most of the Muslim countries are facing internal and external menaces .it rusted away the democratic system .
More suggestions and points are also welcome.

Yes you are right the First martial law was imposed in 7th October 1958. but president iskander Mirza abrogated the constitution in 1956 and appointed the General Ayub Khan Cheif Martial Administrator .

Introduction: indo-pak relations have been largely been governed by mistrust, bitter tensions and blame game. The conflict between the two countries dates bate to the colonial era, where the foreign policy of divide and rule sowed the seeds of tension, enmity and animosity between the two nations. India, still has not acknowledged the creation of Pakistan which according to them was a “vivisection of sacrad india”.

Indo- pak clash of interest : although Kashmir is the actual bone of contention due to its strategic location, other factors such as siachen, kargil, water dispute and sir creek have heightened the tension between the two countries. The two countries have fought three wars since 1947 in 1948,1965 and 1971. In 1971, india helped people of east Pakistan in getting a separate homeland.

India-pak talks: many a times, efforts have been made to resolve contentious issue through bilateral talks, but all has proven futile. Pakistan has always made efforts to hold positive dialogue with india .PM nawaz sharif even said that building indo-pak positive relation building is his “ favourite subject”. But india has always adopted a firm and rigid attitude and has moved to the negotiating table only under foreign pressure.

In view of the presented scenario, it is imperative for both the countries to make suitable moves to bridge the gulf and to overcome trust deficit. The suggestions are:
• People-people contact should be strengthened
• Ferry service from Karachi to Mumbai should be intiated
• Bus service between Lahore and Amritsar should continue, uninterrupted
• Similarly there should be bus services from muzafarabad to Srinagar.
• Rail service between the two countries should be started
• Both the countries should focus on developing trade relations.
• Economic cooperation would pave the way for holding conducive dialogue on contentious issues.
• Pakistan and india should not allow any one any any thing to sabotage the peace process.
• Instead of forcing themselves to holding talks on the decade old framework of composite dialogue, a new frame work for holding future talks should be outlined.
• Recently manmohan singh has called Pakistan as the “epicenter of terrorism”. pakistan, too has blamed india for involvement in balochistan province. Such a blame game should be avoided which only fuels animosity and hatred.

Critical analysis: even after more than 60 years of separation, Pakistan and india have been unable to sort out their decades old issues. Both the governments, instead of moving ahead keep on blaming each other and sabotage peace process on one pretext or another.

kindly, help me with this question. there is no single article in JWT or on the net which deals with such a question, so i have given my views on it. pleaase correct me where i am wrong and make suitable suggestions.


Q7: Resolution of Kashmir issue between India and Pakistan can bring peace and prosperity in the region. Discuss.

Introduction:
Kashmir issue has been the bone of contention between the two large neighbouring south asian countries, Pakistan and india. The issue is so sensitive for both the countries, that it has not allowed both the countries to move forward. Even when the governments of both the countries have adopted a conciliatory tone, hawks on both sides of the border have prevented the two countries from staging a mutually acceptable solution.

Geostrategic importance: for Pakistan, Kashmir is important not only for religious reasons (muslim majority), but also for geographical reasons as the rivers flowing into Pakistan have headworks in Kashmir. On the other hand, Kashmir is dear to india as well as they can use water as a threat for Pakistan. In addition, if Pakistan gets Kashmir, then it would place it at an even closer position to china, and this would be a difficult situation for india.

Implications of resolution:
If it is assumed that both the countries would devise a mutually acceptable peaceful solution, it would be beneficial not only for the two countries but for the entire region because Kashmir is the major dispute between both the countries, resolution of which would resolve all the other issues that are of minor importance. As a result,
• Pakistan and india will not allocate a large section of the money for defence, rather the money would be used for developmental projects that will benefit the entire region.
SAARC (south asian association for regional cooperation) has failed to deliver its objectives because of the animosity between the two larger countries, india and Pakistan. Resolution of Kashmir issue would help saarc realize its goals.
Afghanistan is passing through a very critical period. u.s has put all its resources, manpower and others at disposal to resolve the issue of extremism and terrorism, however, u.s would fail altogether without the much needed support of both Pakistan and india. As hasan askari rightly said,

Improvement of India-Pakistan relations and the resolution of the Kashmir conflict would strengthen Pakistan's role in the ongoing U.S. efforts to eliminate extremism and terrorism in Afghanistan and Pakistan and stabilize those countries. Hasan askai, defence analyst.


Recently british PM Cameron said
, “india and pakistan can play a crucial role in bringing peace back in Afghanistan”

• It is believed that if Kashmir issue would be resolved between both the countries, they would become signatories of nuclear non- proliferation treaties, minimizing the threat of a nuclear war in the region.
• By putting their differences behind, both the countries can engage in trade relations and bring economic prosperity in the region and also help smaller SAARC countries in developing.

Critical analysis

Relationship btw both the countries is of paramount importance for the peace and prosperity of the region. This is because both the countries enjoy the status of bigger countries (india ofcourse being biggest) in terms of size, resources, population and potential. Any discussion on problems of the regional cooperation south asia boils down to the differences between the two neighbouring countries.

Introduction:

Ever since the establishment of the diplomatic relationship between Pakistan and china, the two countries have moved forward from mere good neighbourliness to a consolidated relationship. Both the countries share “all weather partnership” which has blossomed over time despite dissimilairities in culture and religion. This partnership is based on commonness of interests. This relationship has implications in the regional and global context.

Historical back ground of relationship:
Pakistan was the first country to accord recognition to people’s republic of china in 1949. However, diplomatic relationship were formally established in 1951. Both the countries maintained cool relationship till bandung conference (1955). In the conference, prime ministers of both the countries exchanged views on increasing cooperation for mutual benefits. This was followed by high level meetings and visits between the leaders of both the countries. China supported Pakistan in its war against india in 1965 and 1971. Similarly, Pakistan too supported china’s restoration of seat in u.n. it also helped in paving way for the development of a friendly relationship between U.S and china.

Areas of cooperation
China and Pakistan have cooperation on certain areas
a) Security concerns: china holds interests in Pakistan due to its geostrategic significance. Both the countries share similar concerns on security issues. China time and again has pledged its determination against the three evils of” extremism, separatism and terrorism”. China wants terrorism to be uprooted as it is frightened of the possible spillover to its muslim province ,xianjiang

b) Energy: Pakistan looks forward to cooperation of china in energy related issues. In the recent visit of PM nawaz sharif to china, an agreement was signed over utilization of solar energy. The two nuclear power plants of Pakistan in chasma near khushab are a result of Chinese cooperation.


c) Trade: Pakistan and Chinese trade crossed over 12 billion dollar mark in 2012. There was an overall increase in 48% Pakistani exports and 9.8% Chinese imports. In 2002, the trade was a mere 1.8 billion dollar. Pakistani exports include textile and textile products, minerals, base metals, ores. Whereas the Chinese imports include machinery, transportation, plastic, certain ores and textiles. Both the countries have signed up free trade agreement.

d) Defence: Pakistan and china have strong defence cooperation. This includes high level military talks. In addition, joint exercises and training of army personnel in each other’s institutions is also done on regular basis. China is the pakistan’s largest arm supplier. The result of the military cooperation is evident from alkhalid tanks, ballistic missile,f22-p frigate and recently JF-17.


e) Gwadar port: in 2002, there was a groundbreaking inaugural ceremony of gwadar port. This project is largely funded by the Chinese. Recently, Pakistan has also decided its intention to handover the control of gwadar to the Chinese. The port after becoming functional will act as a great economic hub. it can provide shortest route to landlocked Afghanistan and central asian republics. Even Russia can be connected to the port through china.

f) Cultural cooperation: in 2011, Pakistan and china celebrated year of “Pakistan china friendship”. Since the beginning of the year, efforts were made to increase cooperation on politics, trade, cultural exchange, sports, health, education etc.

Implications of pak-china relationship on political and security environment.

Despite the stated fact, many countries of the world are alarmed at the consolidation of pak-china relationship. This includes india and u.s. india has a checkered history with both Pakistan and china. With both the countries , it has fought wars and held disputes on border issues. In fact, india is very critical of increasing Pakistan and china cooperation which is perceived as military and strategic partnership. As a result of pak –china cooperation, india has to spent a large portion of its revenue on defence. This has prevented india from developing its hegemonic control on south asia.

U.S wants to keep its stronghold in asia, even after the cold war. The invasion of Afghanistan in the post 9/11 incident was a continuation of its imperialistic designs. U.s can maintain its hegemony on the region by containing china. With this ambition, it has joined hands with india, japan and north korea. Pakistan is the only country which can prevent U.S from containing china and this is the most important reason for the rollercoaster relationship between Pakistan and U.S. therefore, Pakistan-china friendship is important to subvert American domination of south asia.

Pakistan-china relationship is also very important with reference to Afghanistan, particularly in the imminent showdown of American forces in 2014. It is feared that in the absence of a strong control, Afghanistan would slide into the mire of anarchy and terrorism. Both Pakistan and china hold serious concerns as such a situation could affect their territorial sovereignty.

It is believed that gwadar is a part of “string of pearls “ strategy of china through which it wants to maintain maximum control on the Persian gulf. Gwadar port would bring china close to the strait of hormuz from where 20% of the world oil is transported. In this way, china would be able to exercise its control on the ocean and also keep a watch on Indian trade.

Criticial analysis:
Pakistan-china relationship has blossomed over time. both the countries share a convergence of interest on many issues including india and Afghanistan. Pakistan like china wants to have peaceful relationship with its neighbours on win-win level rather than win-lose paradigms. Pakistan-china relationship is very important from the strategic point of view.
