drone strikes , pros and cons , policy options for pakistan
when this word comes in mind , no doubt term violates the sovereignty opens the memories of brutal killing , global war on terrorism(gwot) and suicide bombing , now it is a routine matter to hear about attack, parliament resolution , political parties sit in , registration of first investigation report (FIR 0 against these dragons , but still wait of implementation , political will and failure of pakistani diplomacy to convince international world , the whole story close in nutshell ,
drone strikes in pakistan pakistan is important country of south asia , predators now and then strike and kill innocent civilians killed with out detain , court proceeding and charges , since 2004 , usa has violated 400 times territorial integrity and air space . fall out was destroy homes and people , sorry state of the affair attacking country does not pay compensation . different view points of stake holders in this new warfare , different stake holders are America (USA) Pakistan (at receiving end) non state actors Pakistan point of view Pakistan government and public at large , consider drones violation of sanctity of its land . state register its protest against the executing authority . Prime minister visited united nation general assembly , said that drone strikes was un accepted . yet America carried its strategy with out woe , Foreign office denounces every strike . Pakistan government has began peace process with the Taliban , but very moment when negotiation started , drone killed Taliban leader . peace process was derailed , foreign office has summoned ambassador , registered complain in united nation general assembly. up till now , America is un convince to halt drones . since 2004 to 2013 , many civilians were killed and injured . An estimate figures shows 2867 to 3526 civilians and militants were killed . This is the negative aspect , under international law , any country in the world is not given permission to violate others sanctity . consequently , drone strikes are violation of international law and human rights . America point of view (self defense) America triggered Global war on terrorism post 9/11. To give it legal protection , bush administration got approval from UNITED nation. Basic strategy was the war against non state actors .International community (USA ,NATO ) stood with each other . after Obama administration changed GWOT , but it legal position remain unchanged . initially , its purpose was to dismantle AL QAEDA , TALIBAN and its affiliates . America invented term self defense against its citizens and allies . luckily , even a single suicide bombing or bomb blast happened in America , conversely , in Pakistan it is happening in daily basis . Obama administration has said categorically , it will target combatant any where (any country ) in the world . Self defense gives legitimate license to kill any terrorist in any part . Even this self defense violate the air space of any nation . Non state actors are with out any restriction or boundary . they hide in any favorable place . another argument regarding self defense , America is allied with Afghanistan , former protects its partner against terrorist activities and vulnerable to its security , this justification has no ground because America considers as occupied force while Afghan people has started freedom struggle against ISAF . so , it is null and void . Under AFGHAN PAK strategy PAKISTAN tribal areas and Afghanistan consider as same theater of operation .this un holy war stretches into Pakistan boundary . America plans to avoid physical invasion but as a part of strategy to execute drone strikes . |

jus in billo , distinction and proportionality
it is acknowledge , Pakistani tribal area (30 lac ) population , some areas are consider as safe heaven for combatants , particularly , north Waziristan and south . Majority drone attacks took place in this agency . as far as casualties is estimated , correct figures is unable to conclude . this agency comprises mud houses , people lives in tribes , for drone ,it is imperceptible between common man and militants. Another dark side is the poor network of communication , anybody is not allowed to enter with out prior permission of armed force and political agent . when predators hit hideout the chance of collateral damage is possible . this type of loss creates anger and hatred for execution )attacking state) and native country ,(Pakistan), terrorists find opportunity to exploit grievances of victim people , some argue that suicide bombing is the repercussion of attacks . innocent child brain wash and feeling of avenge against atrocities inculcate in mind . so , drone strikes are assets for miscreants . so pakistan state has to bear the brunt of drones. truly speaking , some criminal gangs , extortionist . smuggler , child trafficker , reside with local population ,very thin line exists between ordinary people and combatants. for anti social elements , conflict zone is safe heaven , pakistan northern areas are facing the similar scenario .Lack of coordination and fault in human intelligence brings civilians casualties . In tribal area enmity among different tribes is part of culture . opposite tribe provides wrong intelligence , in this case strike is counter productive . pakistan human rights obligation pakistan constitution lays stress upon the protection of fundamental and basic human rights irrespective of creed , sect and minority , it is the prime responsibility of the state to give security against such attacks. life of every citizen is precious. extra judicial killing is violation of basic rights . pakistan army is fighting high conflict war against TTP , this group is agglomeration of loosely and different ideological fragments. it is the authority of government to capture , prosecute and punish according to the law . CIA COMBATANTS AND UN PRIVILAGED COMBATANTS cIA is the main handler of drone attacks , they are not proper army , therefore , law of military does not apply and enforce to its agent . Cia has killed innocent people in Pakistan , Somalia , Yemen., In this armed conflict , combatant can kill agents , as happened in the Khost province . Every drone strike is conducting with the consent of its director . so charges of murder and extra judicial need to register against its commander . Conclusion Cia and America should carry its strategy to curb militancy and terrorism , but some serious precautions are necessary !) civilians need to alienate from miscreants and combatants . 2) close cooperation between isi and cia 3) development strategy collides with military option , but the latter adopt at the least and preventive plan 4) America will withdraw post 2014 , Now start negotiation with Talibans Policy options for pakistan should Nato supply be blocked by federal government Should pakistan confront with america pakistan need to fell down predators is pakistan negotiate with usa what is the ace in the hole , this is a million dollar and currently hot topic in the media . no no pakistan can not take these momentary steps . what are the possible limitations and red lines for pakistan economic and technological dependance on usa and european nations currently , pakistan has taken 12 billion dollar loan from IMF , USA and IMF are partner and influence financial policies. usa has began development projects in education , energy ( remember we are energy strive ) country usa is helping in akhori dam , roads network construction in FATA and others province F 16 air crafts and B52 bombers are American origin. pakistan surveillance technology is inferior of America, Example, During Osama killing ( stealth helicopters imperceptible to radars ) . Still , pakistan bought spare parts from USA , Comparing financial and militarily we can not compete with USA . what we need , suggestion economic independence boost trade with international community and aggressive diplomacy economic independence self sufficient in resources (human , technological and economicial ) boost trade with america (33% pakistani products exports to usa ,textile ) take advantage of gps+ opportunity from european union increase relation with Afghanistan , China defense cooperation with china reaches new height diplomacy , take opportunity of china (permanent ) status and , reach our voice in un security council pakistan ambassador put their points and effects of drone strikes in important capitals include usa , uk , european union . hire different think tanks and give them important policy notes , manipulate saudi america relation to serve vested interest . this is aggressive diplomacy use of social media networks , face book , twitter and different tv channels , new york times , bbc , fox news to approaches view points in america , british and rest of the world. pakistan strategic location is added advantage , due carefully and prudently utilize it , do not waste it hastily . comments and additional points are welcome |

I have gone through your attempt. It contains informative facts and figures.
Dear sketch down proper outlines then attempt it to the point. You have good knowledge over that topic. But you did not discuss it clearly. Go throwh like this Introduction.... -What is drone attack Simply define its functioning and why it was needed and so far its effects-two three lines! -Historical Background of US-Ameran relations in it , you had to mention the ups and downs precisely, since the inception of Pakistan. -American Point of view Attempt it clearly, in this paragraph, you need to mention the American stance and their foreign policy as well. That what is their national interest, or whether they are working with Pakistan bilaterally or not. then compare it to the foreign policy of Pakistan. Then you will come to know that whether its in favour of Pakistan's national interest or not! Besides, you also did not elaborate the Non state actors clearly... In simple words, try to attempt your answer from head to tail.... Attempt it clearly and to the point in a sequence manner... Keep going on dear....Best of luck. |

Dear attempt this question fully. Inshallah I will be guiding you with my little knowledge.
Drone attack must be attempted like this Introduction Background Why? Impacts Its both negative and postive impacts should be dicussed respectively.. Then mention the point of view of different aspects regarding it... Domestic point of view Regional point of view International Point of view Impact of drone attacks Globally, plus cover it regionally and domestically.........and these things must be focused fully with facts and figures...for instance, the causalities both civilian and personnel and so on,..... International Law's point of view should be discussed,, and mention article of I.Law which says that Drone attack is not legitimate After that mention some steps taken by both our government and International community on this issue... Lastly, give your suggestions that how to overcome this problem. In this area, one thing must be noted that your suggestions must be productive , pragmatic and for pakistan or it must be under national interests... Conclusion.... that's it... |
