Although I have not been a good student of History, but interest has urged to give the answer. First of all, it should be kept in mind that the term Red Scare is associated with the certain period of history when a group or government promoted a fear of communism that spread widely through the population. People not only fear but also lose precious lives. So, when the people's lives are at stack due to their affiliations and liking about Communism, we can apply the term Red Scare safely as the colour "red" is associated with it.
In Ireland, a bloody civil war took place before and in the early years of 1920's. After the ending of civil war, a new era began. People longed for democracy and peace. Eventually, in 1932, the general elections were held. The turn out was that Fianna Fail got leading majority. When the time of transition came, there was a common fear that the runner-up W.T Cosgrave's party would not allow the rivals to take up the cahrge and form the government. But Cosgrave's party didn't took any such step. At last, the government was formed by Fianna Fail party.
To cut in short, people along with politicians feared that followers of Communism would take revenge. They would surely massacred the rivals, but it did not happen so. So, there was a great fear among masses about the people having affiliations with Communism and the term came, Ireland's 1930s Red Scare movement.

(I'm not a student of History but mere interest in it pushed me to write so. Pardons!!!:shy)
