Although this thread is reserved for "topics" only and that too relevant to Current Affairs, here is brief outline how one can proceed (in my humble opinion and opinion differs :) )

I will start with what compelled humans to form institutions to institutions in early Islam to Institutions now in Pakistan & results of hampering the working of Institutions to prove that Individual are not important then Institutions.

*****
- Man is a social animal (Seneca)
- Why social animal? because lives in society.
- Why lives in society? Not every one can do every thing for himself.
- Need of specialized services: A compelling reason for forming society.
- Concept of Police State: Only concerned with the defense & rule.
- Concept of Welfare State: More then a police state, "welfare" is main concern.

- State Organs: Judiciary, Legislature & Administration.
- What is the role of Individual? Role in functioning of State Organs.
- Every individual has a place to fill in the world, and is important in some respect, whether he choose to be so or not (Hawthorne)

- So man is a part of Institution and not institution itself.
- At the same time "An institution is the lengthened shadow of one man" (Emerson)

- So which one is important.
- Where masses are concerned Institutions are important.
- Individual though may be shaped by Individual character of others.
- Early ages of Islam: Hazrat Khalid Bin Walid removed from leading the Islamic Military for the people started thinking his presence essential for victory. Moral: Institution (Islam) more important then Individual.

- Akbar Khan, an army officer on 14th August, 1947 asked Quaid-A-Azam about promotions of Military Officers that made Quaid angry, he said:
"Never forget that you are the servants of the state, you don't make policy. It is we, the people's representative, how the country is run". Moral: The same. (Qayyum Niazi in his book Jurnail aur sayyasat dan tarekh k aaienay main on page 14)

- Recent Sac of General Mac Crystal.
- Definition of America's Foreign Policy.
"There is no permanent friend and no permanent enemy in int'l politics and only interests are permanent".

- Current Issues in Pakistan concerning the question:
- Pakistani Political leaders lost their credibility, donors hesitant to donate for flood victims.

- Pakistani tax system, feudal lords out of tax net, statement of US secretary of state that calls for revising this system as "wealthiest give only a laughable amount".

- Dyke break issue, Influential person marooned thousands of Pakistanis.
- NRO beneficiaries.
- "Great hope for society is individual character." (Channing) but Individuals should not disrupt working of Institutions.

-The End
