Default precis method in exam

someone told me that instead of doing rough work of precis on last page, we should do it on fair pages. Will it not irritate examiner?

Default precis

Your rough work is your effort, so the examiner should know that you have put some effort to bring out good final precis. Thus, it is advisable to do rough work on neat sheets. Yes, do give heading of Rough draft so that examiner know about final precis and rough drafting(s).
Thanks.

It is explicitly mentioned in the instructions that only last one or two pages are to be used for rough work, and subsequently crossed at the end.
