Exploring The World of English Syed Saadat Ali Shah is a book that is very versatile and covers almost everything you need for CSS be it idioms, phrases usage, substitute words, tenses, etc and everything. For the precis paper, I self-studied and prepared from this book alone and it helped me get a good 53 marks.

For precis, I would recommend the first three or four chapters of "Business Communication" by Murphy. These chapters teach how and what to include and what not to include in a passage. There are seven principles called "c's" for example, completeness, conciseness, concreteness and so forth that help a lot in what to include and what not in a precis. You must do the exercises at the end of the chapters.
