Although you have changed, to some extent, the meaning of original passage coupled with used the words of original passage, but it is good attempt. I would suggest you should make it again and see the difference.

Dear i have replaced three and a half lines(52 words) of the Said precis starting from the word Politician to the ending of precis by just 24 words that i suggested. I welcome your comments.

i would just comment on the idioms attempt:
All the idioms you have used, none of them clearly manifests the meaning of the idiom which can lead the examiner to give no marks for such attempt...

Queer Fish: Ahmad always applies for CSS but he doesn't take the attempt, i really don't understand his eccentric behavior, he is such a queer fish.
Unearthly Hour:: Cadets at Pak Military academy are to get up at unearthly hour and get ready for morning drill.
Gold Digger:: Monica Lewinsky is known as Gold digger, as she had affairs with many at American power echelons, she coined a lot of money.
First one i-e cold comfort is aptly used so sorry sis i threw the baby out with the hot water.....

Overpopulation has become leading characteristic of the present day society and the state is ought to take initiatives to resolve this problem. It causes depletion of natural resources and if it is not hampered it would cost on the living standards. When this fact is realized a considerable impasse in it would take place and it might be difficult to even replace deaths by births. This matter of overpopulation is worth of tackling but it is neglected by the politicians for they have no benefits in controlling it while the revolutionists see in them future insurgents. Those who want overpopulation insist upon unlimited rights for the unborn. Politicians ignore a check on overpopulation deliberately as to keep their votes safe while the socialists are incorrectly supporting it because it is ambition not population that brings revolution.

yeah thank you for guiding me...well check my precis 2012 as well. you can find this precis on top of this thread...

My advice...never reproduce the words mentioned in the topic...be original and imaginative at the same time...for example if a strong word is used in the passage replace it with a simple one and vice versa...always label the topic strong so the examiner takes interest in it...mine was Perils of Population Explosion....there is always a room for improvement
